Job Description The Associate Vice Chancellor of Industry & Community Relations is a key leadership position responsible for driving strategic external relations efforts at Texas State Technical College (TSTC). This role collaborates closely with the Chief External Relations Officer and senior leadership to develop and implement comprehensive strategies that align with TSTC's goals and objectives. The Associate Vice Chancellor provides guidance and leadership to the external relations team, overseeing key functional areas such as Industry Relations. This position works closely with the Government Relations team in building the College's brand with community, state, and national representatives and associations. This position plays a critical role in cultivating strong relationships with external partners, industry leaders, and community organizations to advance TSTC's mission and strategic priorities.

Essential Functions:

  • Demonstrate TSTC Core values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and members of the community.

  • Collaborate with the Chief External Relations Officer and senior leadership to develop and implement comprehensive external relations strategies aligned with TSTC's goals and objectives.

  • Create, develop, and implement an institutional industry engagement strategy to streamline industry relations to better cultivate mutually beneficial relationships.

  • Provide strategic guidance and leadership to the external relations team and government relations team, including oversight of key functional areas such as external partners, industry leaders, and community organizations.

  • Cultivate and maintain strong relationships with government entities, industry leaders, donors, community organizations, and other key stakeholders to advance TSTC's mission and strategic priorities.

  • Works closely with the Government Relations team to establish and grow relationships with individual businesses, industry, and trade associations across the state to build advocacy for TSTC.

  • Represent TSTC at external events, conferences, and meetings to build awareness, enhance the college's reputation, and foster collaboration with external partners.

  • Collaborate with internal departments, including student learning, workforce training, dual credit, sponsored programs, and career services, to align external relations efforts and maximize opportunities for collaboration and resource sharing.

  • Provide executive guidance and support in the development and management of strategic partnerships and collaborations that enhance TSTC's ability to meet the needs of students, employers, and the community.

  • Monitor and analyze trends and developments in higher education, workforce development, and related industries to identify opportunities for innovation and strategic positioning.

  • Prepare reports, presentations, and other communication materials to update senior leadership, the TSTC Board of Regents, and other stakeholders on external relations activities, outcomes, and impact.

  • Ensure compliance with relevant laws, regulations, and ethical standards in all external relations activities and initiatives.

Education/Experience:

  • Bachelor's degree from an accredited college or university. Master's preferred in Higher Education, Business Administration, or Related Field.

  • 5 years required experience in higher education and workforce development landscape. 7 years preferred.

  • 5 years required experience in leadership and management skills to guide and inspire a high-performing team. 7 years preferred.

  • 5 years required experience in External Relations, Industry Relations, Public Relations, Government Relations, or Community Relations. 7 years preferred.

  • Excellent communication skills, both written and verbal, with the ability to engage and influence diverse audiences.

  • Exceptional interpersonal skills to build and nurture relationships with stakeholders at all levels.

  • Strategic mindset and the ability to develop and implement effective strategies and initiatives.

  • Strong leadership and management skills to guide and inspire a high-performing team.

  • Proficiency in analyzing data, monitoring trends, and making informed decisions.

  • Knowledge of relevant laws, regulations, and ethical standards in external relations.

  • Collaboration and Coordination: Collaborate with internal departments, colleges, and campuses to align external and community engagement initiatives with organizational priorities and objectives. Coordinate efforts across teams to ensure a cohesive approach and maximize impact.

  • Government Relations: Monitor and analyze local and regional governmental policies, initiatives, and regulations that may impact the organization. Engage with government officials to advocate for the organization's interests and build relationships that support its goals.

  • Community Relations: Develop and implement strategies to enhance community engagement and collaboration. Proactively seek opportunities to connect the organization with community initiatives and establish partnerships that align with its mission and goals.

  • External Relations: Foster and strengthen relationships with external stakeholders, including community leaders, government officials, business partners, and nonprofit organizations statewide. Represent the organization in meetings, events, and community initiatives to enhance its visibility and reputation.

  • Industry Relations: Develop and implement strategies to enhance engagement and collaboration with Texas Industry. Proactively seek opportunities to connect the organization with industry initiatives and establish partnerships that align with its mission and goals.

  • Data Analysis and Reporting: Collect and analyze relevant data and metrics to measure the impact of external and community engagement efforts. Prepare reports and presentations for the Vice Chancellor and senior leadership, providing insights and recommendations for continuous improvement.

  • Ethical Conduct: Commitment to upholding ethical standards and promoting integrity in all external relations activities.

  • Innovation: Experience in evaluating, developing, and implementing operational improvements through automation and process redesign to enable scalability and velocity. Ability to identify emerging trends, technologies, and best practices in external relations and apply them strategically to advance TSTC's objectives.
