Position Description

To perform specialized work in the installation, removal, maintenance and repair of mobile communication, radio, and other electronic equipment and accessories.

Job Duties and Responsibilities

  • Maintain and repair radio systems and communication equipment for Police, Fire and PW users, utilizing a wide variety of specialized communication service and repair equipment.
  • Install, maintain and repair portable and vehicle radios in squad cars, fire trucks and public works trucks on 800 MHz system and older non system units. Install, Maintain and repair laptop computers, and many other essential electronics and communication equipment associated with first responder vehicle builds.
  • Maintain and repair fire alerting equipment used at each fire station and at the 911 dispatch center, which is used to remotely turn on overhead lights and turn on PA speakers allowing the dispatchers to alert only the station being assigned the call.
  • Maintain, test and repair monitoring systems for the 800 MHz Radio Communications system, (UEM/alarming and ZONEWATCH) monitoring systems and programs that interface with an automated paging system that pages the on-call Technician as well as the Manager and Supervisor in the event of a system problem. They are the 24/7 public safety communications monitoring systems and test the systems daily.
  • Maintain and repair all 911 dispatch consoles, switches, routers, communications gateways, BIM boards, recording information, interface and connections, and provide and maintain backup communications radios.
  • Document and TAG equipment ID's as well as track the vehicle that each one is located in using the computer database.
  • Troubleshoot and repair in-vehicle Antennas, Cameras and Camera Vault units, AVL (Automatic Vehicle Locating), GPS devices, Mobile Data Computers, Mobile Data Terminals, printers, docking stations, displays, and keyboards used on computers.
  • Perform installations of all communications equipment used in vehicles throughout the City (Radios, Antennas, Computers, Radar Units, Laser units, Cameras and Monitors, Sirens, Public Address Systems, DC/AC Inverter units, printers, displays, keyboards, DC-DC voltage converters, K-9 remote control "Bail out boxes", etc.
  • Install wiring in buildings for Fire alerting, PA speakers, camera equipment, radios and antennas, card readers, bi-directional amplifiers used to increase in-building coverage for radios and/or cell phones, etc.
  • Setup, program, and repair cellular units..
  • Write service ticket reports as to nature of repair, problem found, parts used, and time spent on repair and transfer ticket, time and job code to timecard to be submitted for cost and billing finalization.
Required Qualifications

Minimum Education
Graduation from an accredited institution with a degree/diploma in Mobile Communications Electronics, Electronic Technology, Industrial Electronics, or a highly related field or equivalent

Minimum Experience
One year of verifiable work experience in the repair of mobile communications electronic equipment, electronic equipment, and accessories depending on assignment

Licenses/CertificationsFCC General Radiotelephone Operators License
or National Association of Business Education Radio certification (NABER)
or Personal Communication Industry Association certificate (PCIA)
or Association of Public Safety Communication Officials (APCO) technician certification
or Electronics Technicians Association "ETA", technician certification level 2 or higher.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Union Representation
This position is represented by a collective bargaining agreement between the City of Minneapolis and the Electrical Technicians (CET).

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities

  • Considerable knowledge. of electronic equipment principles, repair procedures and testing equipment.
  • Considerable knowledge of troubleshooting procedures and specialized highly technical test and service equipment along with a good awareness of safety concerns.
  • Knowledge of radio frequency communications and radio frequency propagation.
  • Knowledge and understanding of solid-state electronics theory, repair, and maintenance techniques.
  • Knowledge of the hazards and safety precautions of the trade.
  • Ability to maintain awareness of state-of-the-art technology through continued involvement in educational and professional opportunities.
  • Ability to read schematics and blueprints.
  • Physical ability to lift and carry equipment heavy equipment, work at heights, and in cramped spaces.

WORKING CONDITIONS:

Shop and field work - Exposure to high voltage, high RF areas and heights. Field work may include exposure to all kinds of weather conditions, noise, dust, dirt, fumes; physically able to work above the ground on ladders, building roofs, radio towers and scaffolding; ability to work alone in cramped spaces which may involve complex bending, twisting, reaching, pushing, pulling, balancing, crawling, kneeling, crouching and stooping; routine lifting and carrying of equipment that may weigh up to 60 lbs.; and may occasionally provide assistance, with others, in the lifting, maneuvering and placement of equipment cabinets that weigh up to 250 lbs.
