Purpose and Scope:

The Buyer II is responsible for procurement of materials, components, supplies and/or services for the company in accordance with Procurement procedures, contract requirements and federal acquisition regulations.

Essential Responsibilities:

  • The Buyer shall perform a full range of procurement support related to recurring and standardized buys for hazardous materials and operating supplies. 
  • The Buyer will be required to be located on site.  Remote/telework may be considered only when approved by the Program Manager.
  • The Buyer shall have a minimum of five (5) years’ experience where positions required extensive knowledge of inventory management investigating and resolving errors and discrepancies; reviewing purchase requests, purchase orders, and product history; performing market research, identifying potential vendors, and creating solicitation and amendment documents; checking for adequacy of item description and previous procurement actions; receives and summarizing offers from vendors and preparing supporting documentation for the procurement files. 
  • Experience shall have included positions that required performing comparative analysis of prices; preparing/issuing modifications to effect procurement changes such as extensions of delivery schedules, clarification of specifications, and product descriptions; monitoring procurement lead times; investigating customer and vendor complaints; resolving conventional problems through reconciliation and exhaustive search of records; extracting, organizing, and evaluating selected performance data. 
  • Uses Government Data Systems in the performance of the requirements.
  • Perform all other position related duties as assigned or requested.

    Minimum Position Knowledge, Skills, and Abilities Required:

    · Additional experience/education may be required by contract or assignment.

    · Certification(s) in Procurement desirable.

    . Excellent oral and written communication skills.

    · Strong interpersonal skills with the ability to negotiate with suppliers.

    · Ability to organize and prioritize multiple work assignments, works with little supervision and well under pressure.

    · Knowledge of Federal Acquisition Regulations (FAR) preferred.

    · Demonstrated proficiency with Microsoft applications (ex: Word, Excel, etc.).

    ·. Additional knowledge/skills may be required by contract or assignment.

No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
