Job Description:
DNR has an opening for a Privacy Officer II position in our Salt Lake City, UT office. This is a new position in response to new privacy standards established by the Utah State Legislature as well as DNR's broad data collection, data use, and records management needs. Establishing privacy best practices and policies will be a major responsibility of the position as well as performing information security and GRAMA-related tasks. The Privacy and Information Security Officer will work with many of DNR''s business units to help with records management and privacy/security controls and practices. The position is housed within the DNR Administration. This position requires organization, attention to detail, creative problem solving, and strong interpersonal/communication skills.
Principal Duties:
- Develop and implement privacy policies, procedures, and guidelines (DNR's Privacy Program) to ensure compliance with state and federal regulations.
- Create or update records series descriptions, proposed retention schedules, and record series annotations.
- Conduct privacy impact assessments, audits, and gap analyses to identify potential risks and vulnerabilities to develop mitigation plans.
- Work with DTS data security staff and enterprise tools to implement and document system/information security controls and the NIST Cybersecurity Framework.
- Serve as a subject matter expert on privacy and a resource for data security matters, providing guidance and support to division and department team members.
- Knowledge of Utah privacy and information security rules, policies, and best practices.
- A passion for helping others to improve their practices.
- A talent for organizing and documenting record sets across a myriad of natural resource fields.
- A detail-oriented approach to systems that may lack detail or definition.
- A creative mindset for solving problems and improving how work gets done.
- A desire for ownership of privacy and information security process improvement.

Minimum Qualifications:
- Strong analytical and problem-solving skills, with the ability to assess complex privacy issues and develop practical solutions.
- Excellent communication and interpersonal skills, with the ability to effectively communicate privacy concepts to diverse audiences.
- In-depth understanding of privacy principles, regulations, and frameworks, including proficiency in Utah's Government Records Access and Management Act (GRAMA).
- Advanced proficiency in Google workspace, Microsoft Office Suite and other relevant software applications.
- Ability to manage multiple projects simultaneously and prioritize tasks to meet deadlines.
- Minimum of 2-4 years of experience in privacy, compliance, or related field, preferably within a government or regulated industry.
- Completion and active holder of Utah Records Management training and certification. Required within three months of hire date.
- Relevant professional certification (e.g., CIPP, CIPM). Required within six months of hire date.
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc
- Work requires physical exertion. May require the ability to stand; walk over rough surfaces; bend, crouch, stoop, stretch, reach, lift moderately heavy items (up to 50 lbs.).
