Oversees the provision of a wide variety of legal services, including: provision of legal counsel and interpretation of relevant laws and regulations; drafting proposed legislation; serving as an external liaison on legal matters with other Federal agencies, state and local governments and private parties; and participating in development of regional policy.
Prepares and reviews transactional documents, many of which are of an extremely complex and difficult nature, often involving millions of dollars.
Provides legal counseling regarding Invitations for Bid, Requests for Proposals, contracts, modifications and supplemental agreements.
Reviews proposed decisions on claims or requested adjustments arising from various contracts administered by the Region.
Directs or supervises legal functions and duties in cases resulting in litigation before administrative forums and courts, including the review and submission of documentary evidence to the United States Attorney, the interview of and taking of depositions from witnesses, preparations of briefs, petitions, complaints, motions and answers and attendance and participation in the trial of cases and arguments on appeal.
Represents the interests of other federal agencies and GSA in hearings before federal and state regulatory commissions, Civilian Board of Contract Appeals, Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority, and Office of Personnel.
Management. Ascertains the facts, prepares litigation reports and assists the Department of Justice in suits by or against the United States of America filed in United States District Courts or the United States Court of Federal Claims.
Serves as a Deputy Standards of Conduct Counselor.
Supervises the OGC employees in the division, including assignment of work, performance management, facilitating recruitment and hiring, disciplinary actions and all other supervisory functions as appropriate.
Serves as acting Regional Administrator and performs other legal functions, as assigned.
