The RN Deputy WVPM is responsible for administering, planning, monitoring and evaluating access and quality of women's healthcare at the VA Loma Linda Healthcare System (VALLHCS) facility and the Community Based Outpatient Clinics (CBOC). The purpose of the Deputy WVPM is to augment the Women Veterans Program to ensure outreach, inclusion, and the delivery of comprehensive health care for women Veterans throughout the VALLHCS healthcare system. The incumbent provides oversight of care coordination for abnormal, gender-specific cancer screenings as an essential function of comprehensive health care needs of women Veterans. The Deputy WVPM will coordinate a variety of activities including outreach, multidisciplinary activities, consultation and/or education to medical center staff and community service providers. The RN is responsible for developing a designated liaison for each CBOC and holding quarterly meetings for surveillance and training purposes. The incumbent will also be responsible for the collection and maintenance of statistical data, program planning, evaluation, and modifications.

The RN Deputy Women Veterans Program Manager is proficiently knowledgeable about gender-specific breast and cervical cancer screenings and acts as an educational consultant for women Veterans with abnormal findings. The RN serves as an educator for medical personnel, patients, and community members and advocates for the early detection of gender-specific disease and gender-related disparities. In this position, the RN provides oversight and coordinator throughout the continuum of care to assess barriers and distress for mammography and cervical cancer screenings, facilitates outreach and navigation of internal and external resources, and provides professional guidance in coordination, execution, and evaluation of healthcare treatment plans.

The RN is serves as a patient liaison in the tracking and monitoring of Veterans' gender-specific health care, including the planning, designing, integrating, implementing, modifying, and administering an outreach and surveillance plan that evaluates and seeks to improve the quality of prevention and/or the timeliness of early cancer detection. The RN has oversight of mammography and cervical tracking functions for all abnormal findings, such as, partnering with the primary care providers to ensure timely referrals for treatment, collaborating with the Office of Community Care for secondary authorizations for non-VA care, and the tracking patient notification of test results for all levels of treatment. In the event of a positive cancer diagnosis, the RN acts as a patient navigator for the in collaboration with Primary Care, Gynecology, Oncology, and the VALLHCS breast imaging center. The RN collaborates with the Care in the Community (CITC) office to offer assistance where needed and to track abnormal patient outcomes.

Responsible for program management duties such as outreach, survey readiness, monitoring of the environment of care needs, assisting with the implementation of strategic planning goals, review/expansion of programs and services as well as programmatic coverage in the absence of the Women Veteran Program Manager. Serves on the Women Veterans Health Committee, actively participates in women's health team meetings, committees, work groups, and task forces at the facility, VISN and/or national levels, as deemed appropriate by the Supervisor. Assists with meeting minutes and other administrative tasks specific to the provision of women's health care. Advises, consults, and collaborates with interdisciplinary teams throughout the medical center on women's issues. Creates educational tools, develops programs, and implements training focused on gender-specific needs in collaboration with the WVPM. Provides education and in-service training to VAMC employees, Veterans, and families. Monitors and evaluates the implementation of effective programs in the CBOCs that are gender specific and culturally sensitive. Advises the facility WVPM and WHMD on relevant programmatic issues occurring in the CBOCs with recommendations for improvement in service delivery. Fulfills ethical responsibilities to Veterans, colleagues and VA in accordance with relevant discipline Code of Ethics, VHA Code of Ethics, and local Ethics policies, which includes but is not limited to compliance with all laws and regulations related to confidentiality and release of information, and protecting Veterans' personal identifying information.
