Summary

In this position, you will serve as a Supervisory Emergency Management Specialist (Mitigation) within the Department of Homeland Security, Federal Emergency Management Agency, Regional Offices, Region 9, Mitigation Division located in Oakland, CA. The ideal candidate for this position is a subject matter expert in the floodplain management requirements of National Flood Insurance Program (NFIP), has a proven track record of leadership, and strong analytic and communication skills.



Duties

What will I do in this position if hired?

In this position, you will serve as a Supervisory Emergency Management Specialist (Mitigation), also known as the Floodplain Management & Insurance Branch Chief, advising the Mitigation Division Director and senior leadership on the region's implementation of the National Flood Insurance Program (NFIP). Typical assignments include:

  • Supervising the operations of the Branch, including managing the budget, planning and assigning work, conducting performance management, coaching and mentoring staff on complex compliance cases, and ensuring metrics and deadlines are met.
  • Evaluating program guidance and policy changes and providing expert program advice to the Mitigation Division Director.
  • Resolving complex floodplain management compliance issues through collaboration with subject matter experts, senior leadership, and other technical experts and stakeholders at the federal, state, local, tribal, and territorial levels.
  • Managing highly complex projects and facilitating often unprecedented resolutions with multiple stakeholders, including providing support to on-going projects related to NFIP compliance with the Endangered Species Act (ESA) in coordination with the Environmental and Historic Preservation (EHP) Branch.
  • Evaluating and producing internal standard operating procedures to improve efficiency of program delivery related to coordination around compliance activities, grants management, and integration with other program areas across the division and the region.
