Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position projects will include a wide variety of complex and unique facilities located at military installations, U.S. Army Reserve Centers (USARCs) and civil works projects.
Duties
- Approve contractors' construction schedules and quality control procedures.
- Make controlling interpretations of intent of drawings and specifications.
- Reviews project plans and specifications prior to contract advertisement to determine such things as practicability from construction standpoint.
- Supervises inspection of construction operations for compliance with specifications.
- Determine that contractors are properly recording work accomplished and materials used.

- Determine on whether methods and materials employed meets the requirements of contract specifications.

- Participates in design and planning review conferences with designers or A-Es and construction contractors, or other interested parties, to discuss construction aspects and problems.
- Supervise conduct of detailed site survey; plotting profiles and cross sections.
- Develops or reviews specifications for: clearing of land, for excavation, and for building of access roads and utilities, construction offices, testing facilities and maintenance and storage facilities.
- Keeps Area Office and Construction Division personnel informed on project operations.
- Plans and assigns work to subordinates, determining work schedules and priorities.
- Reviews work of subordinates for adequacy and compliance with instruction or policy.
