Supervisory Information Technology Specialist

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Schofield Barrack, Hawaii .
Duties
- Determines internal work distribution and organization, ensuring assignments provide technical and program/project direction and policy interpretation.
- Participates in the preparation of IT budgets. Identifies and addresses IT workforce planning and management issues for the S3, such as recruitment, retention and training.
- Provides instructions to subordinates to include objectives, suspense's, reporting procedures, and general guidance concerning controversial aspects of work.
- Makes decisions on work problems presented by subordinates. Directs the work and provides overall management and direction through a subordinate supervisor, reviews work schedules, assigns work and evaluates work performance.
- Develops and maintains strategic IT plans, defining current and future business environments supporting the local NECs (LNECs) at Fort Shafter, Kwajalein Atoll and Pohakuloa Training Area (PTA).
- Performs technical reviews of engineering implementation plans to ensure new systems comply with plans, architecture and policies.
- Collaborates with division chiefs on the implementation of new systems.
- Leads task force efforts to develop new information management approaches and policies, to resolve critical problems with existing systems, and integrate new systems with existing systems.
- Ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services.
- Develops and publishes battalion plans and orders. Leads the development of the Battalion Continuity of Operations (COOP) and Disaster Recovery Plan (DRP).
- Initiates conceptual studies and strategies to meet future goals and objectives taking into account unknown factors such as future policy, economics, politics and physical/social environment.
- Maintains contact with technical officials at DoD, DA, USARPAC, 311th Signal Command and private industry for the purpose of developing the Signal Battalion's architectures, policies and courses of action.
- Represents the S3 at conferences, meetings and seminars. Has authority to speak for the S3 on all information management architecture, policy and system design issues.
