Provides expert legal advice, interpretations, opinions, and innovative solutions, regarding all aspects of international law and national security matters. Assists the Assistant Chief Counsel in the management of staff and in representing the FAA to legal officers and senior officials of foreign governments, and international organizations (including governmental, nongovernmental, and industry organizations). Reports directly to the Assistant Chief Counsel.
Develops the FAA's position on international aviation law and national security issues and provides legal support for the FAA emergency operations and warnings to the aviation community respecting foreign airspace, among others. Serves as the second-level legal point of contact in the Office of the Chief Counsel for international activities.
Encourages and facilitates division-wide collaboration and teaming to develop staff and to support the AGC Business Plan and FAA Strategic Plan. Possesses expertise in project management, complex litigation, and strategic problem-solving.
Applies expert knowledge of the work directed, including expertise in international law and national security matters. Often, personally deals with the most complex legal matters falling within the purview of the division. Actively involved in both long-term and immediate operations of the division. Shares responsibility and collaborates with higher-level managers and leaders in developing and executing plans, policies, procedures, and programs.
Assists the Assistant Chief Counsel in representing the FAA to legal officers and senior officials of foreign governments, and international organizations (including governmental, nongovernmental, and industry organizations). Develops the FAA's position on international aviation law issues and national security matters, and provides legal support for the FAA emergency operations and warnings to the aviation community respecting foreign airspace, among others.
Serves as a member of the FAA's Crisis Response Working Group (CRWG) as a FAA legal counsel for international law and national security issues presented at the National Security Council (NSC), Interagency Policy Committee (IPC), and other classified meetings. Analyzes and provides legal counsel to the FAA on the legal implications of emerging threat concerns to U.S. civil aviation interests worldwide, including Notices to Airmen (NOTAM) and Special Federal Aviation Regulation (SFAR) mitigation, planning, and drafting.
Reviews and advises on legal initiatives and activities of foreign governments, including civil aviation authorities, and international organizations, and their impact on FAA policies and programs.
Assists in the development of plans and policies relating to international aviation matters arising from the operation of United States air carriers outside of the USA. Oversees and provides legal services relating to the provision of technical assistance by the FAA to foreign countries.
Assigns and supervises the work of staff attorneys and support staff. Managerial duties include the following: developing and executing plans, policies, and programs; setting priorities; assigning work to subordinates; coaching and developing employee capabilities; rating the performance of subordinates; approving leave; and taking, recommending, or approving disciplinary and corrective actions that involve non-managerial subordinates. Approves substantive personnel actions, such as selections and promotions, involving non-managerial employees.
Represents the FAA on a discreet body of complex issues involving both public and private international law and provides legal services on other international aviation and national security matters arising under the Federal Aviation Act and other laws and treaties. Represents the FAA Administrator at International Civil Aviation Organization (ICAO) assemblies, conferences, and meetings of legal committed and technical bodies.
