Duties

This Program Analyst position is located in the Office of Enrollment Services & Vetting Program (ESVP), Operations Support (OS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Applies an expert knowledge and mastery of principles, concepts, regulations, and practices to analyze and evaluate program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. Leads large project/program teams defining and developing internal policies and procedures.
  • Leads reviews, analyses, and evaluations of systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered, lack of resources, adequacy and validity of factors and standards, and need for revision of schedules.
  • Analyzes existing policies or practices to identify any inconsistencies and formulates and recommends positions on major projects/policies/issues to senior management. Broad policies and objectives provide general guidance for addressing issues.
  • Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Reviews policies, directives, and regulations of TSA rules and both formulates implementation of guidelines and interprets policies made by others.
  • Maintains key programmatic documentation. Provides staff guidance and direction to all elements engaged in the development and implementation of plans and objectives to assure compliance with applicable policies and constraints.
  • Collaborates with the supervisor on determining program goals, objectives and overall framework; work is performed independently, and normally reviewed at completion or via regular status reports. Regulations and policies exist for most activities, but discretion and judgement are used to interpret and determine appropriate application to program objectives. Work often requires development of new or innovative approaches to program development and execution.
  • Develops, analyzes, and evaluates new or modified program/management requirements, policies, goals, or objectives for impact on existing program(s). Establishes new policies/procedures to address operational needs or makes exceptions to existing policies/procedures that may impact internal and external customers.
  • As a technical expert, manages security threat assessment (STA) program operational activities and provides day-to-day operational leadership on transportation related security programs, identifies inefficiencies, security vulnerabilities, risks, mitigation strategies and internal controls. Works closely with TSA stakeholders to capture, refine, and document functional requirements/capabilities associated with the vetting, credentialing, and prescreening of passenger and non-passenger populations related to all modes of transportation security.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
