Duties

As a Realty Officer your duties will include but are not limited to the following:
As Chief of the Division of Realty, the incumbent serves as a member of the National Wildlife Refuge System leadership team and is primarily responsible for the management and direction of the Division's internal operations and providing staff support to the Chief, NWRS, the Deputy Director and Director in the administration and management of the Service's Realty Program. Incumbent is responsible for central coordination and direction of all activities relating to the acquisition and disposition of lands and interest for the National Wildlife Refuge System. The incumbent also provides realty support to the National Fish Hatchery System, and Service lands and facilities. Develops plans scheduling acquisition of land under the Migratory Bird Conservation Fund and the Land and Water Conservation Fund and administers these accounts. Represents the FWS before Congressional Committees, individual members of Congress, Federal Courts, officials of other Interior Bureaus, other Federal agencies, officials of State and County governments, private landowners, etc., in the resolution of realty problems to interpret Service policies and procedures, and to coordinate matters of mutual endeavor. Directs and supervises Realty staff in their roles relating to the acquisition and disposition of lands and interests for the NWRS and the National Fish Hatchery System, ensuring that their efforts and activities are managed in a manner that promotes sound operations in keeping with the mission of the Service. The incumbent's responsibilities include, but are not limited to, planning work to be accomplished by subordinates, setting and adjusting long- and short-term priorities, and preparing schedules for completion of work; assigning assignments/projects to subordinates; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters

Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position. Qualifications

Only experience and education obtained by 04/19/2024 will be considered.

In order to qualify for this position, you must possess both the Minimum Qualification.

Minimum Qualification [GS-15]

Possess one (1) year of specialized experience equivalent to at least the GS-14 grade level that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include:
realty program work involving planning, budgeting, execution, and evaluation of results; coordination and direction of all activities relating to the acquisition and disposition of lands and interest for the Department of the Interior ; negotiating controversial issues and persuade others regarding the validity of findings, recommendations, and decision-making activities; assigning tasks to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees; serving as a realty expert responsible for developing relationships and partnering with organizations involved in realty work that is critical to the goals and mission of a natural resource land management organization. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

-Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

-In addition, relocation discretionary entitlements May be authorized for this position excluding contractor-provided home sale.
