Serves as a Supervisory Medical Officer, Regional Flight Surgeon, and is responsible for the supervision of subordinate personnel in a Regional Aerospace Medicine Division Office. As the Regional Flight Surgeon (RFS) incumbent is responsible for the accomplishment of all functions within the assigned Regional Aerospace Medicine Division, including managing and directing regional aerospace medicine programs.
The RFS is responsible for developing and communicating regional positions on Aerospace Medicine policy and operational issues, as well as ensuring consistency in regional program standards, policies, and operations. The incumbent administers and directs the following programs to include but not limited to; Airmen Medical Certification, Aviation Medical Examiners (AME) Program, Air Traffic Control Specialist (ATCS) and Applicant Examination Program, and the Internal Substance Abuse Program throughout the regions, as well as, provides medical advice to agency lines of business and may represent AAM/FAA in litigation matters, as needed.
Oversees the operation of regional programs, which determine clearance status of agency employees subject to medical standards. This includes the management of the FAA Employee Substance Abuse Program in the region. Develops and administers medical certification program for airmen, reviews and adjudicates cases involving medical pathology and other problems requiring resolution at the regional level. Manages the regional AME Surveillance programs, including but not limited to: selection, training, designation, re-designation, termination or non-renewal of designation. Additionally, performs other quality management functions to monitor and decrease errors. Oversees implementation of the Quality Management System (QMS) and the Safety Management System (SMS) at the regional level and conducts periodic site visits to field offices and facilities to advise and assist on medical matters.
Provides professional advice and guidance to the regional administrators and other officials in all aerospace medical matters. The RFS conducts and participates in medical education programs for airmen and agency employees. Furthermore, supports selected aerospace medicine research and medical standards validation efforts.
Operates independently to accomplish assignments and regional objectives. Exercises extensive independent judgment with new, unique, or controversial situations or requirements and makes program decisions on issues. Provides expert program advice to FAA management officials on issues of significant interest to airmen, ATCS, Congress, the aviation industry, and the flying public. The guidance given affects aviation safety and the success or failure of agency programs.
The RFS represents the Federal Air Surgeon on all medical matters within their geographic area of responsibility. Contacts are internal and external to AAM, to include officials of DOT and FAA, airmen, ATCS, the flying public, and representatives of the aviation industry to resolve significant or controversial issues affecting aviation safety.
Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports and regional performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.
