Project Overview:
Bechtel currently manages the Mobile Launcher 2 project in at the Kennedy Space Center in Florida. This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).
Job Summary:
Reports to and receives operational direction from Procurement Management. Receives functional guidance form the global business unit Contracts and Procurement Manager. Performs tasks involved in the formation, administration/expediting, and delivery of purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders.

Major Responsibilities:
Level 1
-Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
-Forms bid packages and issues bid requests; coordinates bidders’ questions; and receives bidder proposals
-Prepares Commercial Bid Summary and recommendations to award
-Prepares and commits purchase orders within their authority
-Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order
-Identifies, defines, and secures agreement regarding purchase order changes
Level 2
-Prepares bidders’ lists and qualifies bidders
-Forms bid packages and issues bid requests, coordinates bidders’ questions, and receives bids
-Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order requirements
-Initiates and processes purchase order revisions that establish scope and effects on cost and schedule of agreed upon changes
Education and Experience Requirements:
-U.S. Citizenship or Permanent Resident of the U.S. is required.
-Level 1 - Bachelor’s degree plus 1 year of experience or 7 years of related experience in lieu of a degree
-Level 2 - Bachelor’s degree plus 3 years of experience or 9 years of related experience in lieu of a degree
Required Knowledge, Skills, and Abilities:
-Knowledge of business administration procedures, techniques, and business ethics.
-Skilled in oral and written communication.
-Knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
-When assigned to a jobsite location, actual experience in materials handling operations is desirable.
-Proficiency in organizing tasks and completion within deadlines
Level 1
-Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
-Basic understanding of Cost Accounting Standards, and determination process for applicability to the work
-Basic understanding of scheduling concepts and tools
-Basic understanding of materials and equipment fabrication/manufacturing and associated production methods
Level 2
-Intermediate understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
-Intermediate understanding of Cost Accounting Standards, and determination process for applicability to the work
-Intermediate understanding of scheduling concepts and tools
-Intermediate understanding of materials and equipment fabrication/manufacturing and associated production methods
