Class Summary

Job Description

The Facility Operations group is responsible for operating and maintaining the water production facilities, water reclamation facilities, and pump stations. This includes two water production facilities with a total treatment capacity of 248 million gallons per day (MGD), eight booster pump stations and 10 finished water storage tanks; three water reclamation facilities with a total treatment capacity of 98 MGD; and more than 200 sewage pump stations. This position manages more than 250 operators, maintenance staff, engineers, and support staff to ensure plants are properly operated and maintained. Gwinnett uses state of the art maintenance methods using Maximo software, planning & scheduling, reliability centered maintenance, and predictive maintenance techniques. Gwinnett has a reputation for permit compliance and award-winning treatment facilities.

This position will closely monitor operations, maintenance, and permit compliance and ensure appropriate workloads for staff. This position will also be responsible for helping to develop operational budgets and capital improvement projects. This position is responsible for maintaining excellent partnerships and communication with other departments including Purchasing, Support Services, and many others.

This position regularly presents to the Water & Sewerage Authority and meets with other boards and elected officials, as necessary.

This position is Appointed, Grade 306.

Essential Duties Include:

Plan, organize, and direct the activities of the sections under the Facility Operations group

Evaluate and manage Facility Operations programs, projects, processes, procedures, systems, standards and services

Administer and provide engineering, technical, asset management and related support for operation and maintenance programs and projects

Ensure compliance with Federal, State and Local laws, regulations and codes, as well as County and Department policies and procedures.

Represent the Facility Operations group and/or department at meetings, conferences, etc.

Direct approximately 250 staff

May serve in place of the Department Director, as needed Minimum Qualifications:

Valid Driver's License from state of residency;

Bachelor’s degree in engineering, biology, chemistry, business administration, or a closely related field;

15 years of progressively responsible experience related to the area of assignment, including two years at the Division Director or higher level;

Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

A Master's Degree in a related field is preferred.Preferred Skills:

Extensive experience in utility management

Knowledge and understanding of operation and maintenance of water and wastewater treatment facilities and pump stations.

Experience managing a diverse staff.

Excellent problem solving and negotiating skills.

Ability to communicate effectively with county management, peers, staff and the public.
