PRIMARY PURPOSE

Manages and oversees assigned activities, programs and projects for planning, design and construction related to Projects, Renovations & New Construction associated with Parkland Health & Hospital System, ensuring they meet the district's mission, goals, applicable laws and the user's needs.

 

MINIMUM SPECIFICATIONS

 

Education:

  • Must have a bachelor's degree in architecture, Engineering or a related field.

 

Experience:

  • Must have eight (8) years of project management experience in a contractor/design environment, which included Projects, Renovations & New Construction program management experience as owner representation.

 

Equivalent Education and/or Experience:

  • May have an equivalent combination of education and experience to substitute for both the education and/or experience specifications as stated above.

 

Certification/Registration/Licensure:

  • Must hold at least one current professional licensure or certification as an Architect, Engineer, Interior Designer or a related profession.
  • Prefer current registration in a State or U.S. Territory with Texas reciprocity.

 

Skills or Special Abilities:

  • Must be able to manage and oversee all program management activities for Projects, Renovations & New Construction within Parkland.
  • Must be able to independently and effectively manage/control all aspects of program management as owner representative in all phases of design and construction for Projects, Renovations & New Construction.
  • Must be well versed in both design and construction functions, with the ability to solve problems and offer creative solutions.
  • Must have the ability to independently manage multi-dollar project planning, design, procurement, and construction efforts from start to finish.
  • Must have the ability to read architectural, mechanical and electrical drawings.
  • Must have the ability to plan and budget for projects at all stages of development.
  • Must have proficiency in industry-accepted methods, tools and conventions of project management.
  • Must have knowledge of current city, state, federal laws and regulations as they apply to health care construction projects.
  • Must have knowledge of code and regulatory aspects of design, construction, furnishings, fixtures, and equipment.
  • Must have good oral and written communication skills.
  • Must have good organizational, time-management and problem-solving skills.

 

Responsibilities:

1. Responsible for effectively managing and overseeing all program management activities for Projects, Renovations & New Construction within Parkland.

2. Responsible for effectively managing and controlling all aspects of program management as owner representative in all phases of design and construction for Projects, Renovations & New Construction.

3. Responsible for the management and control of the design development process, making sure the owners and end users best interests are forefront of all decisions made.

4. Responsible for independently controlling the overall coordination effort between the design, construction, end users, stakeholders, and management team members, ensuring that priorities and attention to needs and milestones receive the proper attention and resolution for Projects, Renovations & New Construction.

5. Responsible for managing complicated issues, exploring all of the options, refining information, and provide the stakeholders with a concise set of options, clearly defined, along with a recommended course of action.

6. Responsible for providing owner representative program/project management expertise in conceptual planning, programming and budgeting of assigned projects by senior management, the project Director and Parkland executive management.

7. Develops project budget, schedule, quality and safety goals. Ensures projects are executed to meet or exceed goals.

8. Assists with the selection and management of consultants, contractors and vendors to meet project goals. Negotiates change orders and recommends approval to management. Approves vendor payments.

9. Prepares invitations for bid, requests for proposal, and negotiates contracts for projects and services.

10. Maintains a positive working relationship with management, vendors, contractors, architects, outside organizations, and Parkland staff to ensure that communication is maintained and cultivated.
