Manages and coordinates a comprehensive safety and environmental health program for all staff, occupants, researchers, and visitors of the Library. Participates in short- and long-range planning for safety and health needs. Monitors the progress of the Library toward safety, environmental health, and fire protection goals; and periodically evaluates goals to make appropriate adjustments.

Ensures fire prevention and protection measures to preserve the integrity of collections, the safety of Library staff, occupants, and visitors, and to assure the continuity of operations from the effects of afire event.

Oversees the Library’s Environmental Programs, including maintaining compliance with the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, and the Comprehensive Environmental Response, Compensation, and Liability Act.

Ensures proper management of hazardous materials, including storage and disposal.

Represents the Library in periodic audits conducted by oversight agencies, including the Environmental Protection Agency, District of Columbia Department of the Environment, and the Virginia Department of Environmental Quality.

Responsible for the development and promulgation of safety and environmental health directives and procedures applicable to broad categories of applications; and promotes understanding and communication of these policies and procedures throughout the agency.

Represents the Library on federal and national safety committees/organizations as a participant or active member.

Negotiates for accountability and resolution of concerns with the Architect of the Capitol, and other federal agencies such as the General Services Administration, the Occupational Safety and Health Administration, the Environmental Protection Agency, and the National Institutes of Occupational Safety and Health.

Facilitates the development, scheduling, and delivery of safety and environmental health training for Library staff at all levels. Works with Library divisions and service units to identify staff training requirements to provide appropriate courses and seminars. Analyzes accident and illness data, applicable legislation, and job hazards to design appropriate education activities. Partners with service units and the Library’s Human Capital Directorate to develop safety training for deployment to the Library’s online training platform (LOC Learn).

Promotes adherence to safety and occupational health rules, offers safety guidance, and provides consultative services to all levels of Library management as the Library’s subject matter expert on occupational hazards risk management. Promotes workplace environmental health through the investigation, identification, and mitigation, within acceptable and achievable limits, of job hazards and the provision of a secure workplace setting, conforming to national standards for indoor air quality, clean water, and physical factors. Oversees the ergonomics program, coordinating with service unit ergonomic representatives and the Health Services Division.

Develops a Hazard Communication Program to include hazard abatement plans for correction of identified hazards to minimize injuries to staff, occupants, and visitors, and damage to agency property. Conducts or directs risk evaluations, periodic safety and environmental health evaluations/inspections of Library workplaces.  Represents the agency in biennial Office of Congressional Workplace Rights inspections.

Provides direct oversight to the Safety Services Division staff and manages day-to-day operations of the Division. Outlines the scope of assignments, indicates the policies and procedures to be followed, and assigns priorities and target dates for completion. Conducts formal and informal training for staff. Approves leave requests, handles complaints, and initiates disciplinary actions when necessary.

Initiates formal requests for filling vacancies, conducts interviews, and makes selection of applicants. Has the ability to judge and assess safety talent and select appropriate skill sets for current and future staffing needs.

Establishes performance standards and prepares formal staff performance evaluations. Communicates Division’s expectations and gives frequent and appropriate guidance and feedback to staff to ensure Library safety standards and priorities are achieved.
