SimIS, Inc. is seeking a Webmaster to execute and oversee website operations, including monitoring website activities, analyzing traffic, and creating strategic plans for search optimization. Webmaster will update features and designs, ensuring user security while navigating the website, and will coordinate with web designers, solve technical issues, approve website content, and maintain servers to meet viewer requirements in support of the Advanced Distributed Learning (ADL) Initiative.
The ADL Initiative bridges across US Government agencies to encourage collaboration, facilitate interoperability, and promote best practices for using distributed learning to provide the highest-quality education, training, informal learning.
Job Responsibilities:

• Designs and constructs web pages/sites including incorporating graphic user interface (GUI) features and other techniques.
• Designs, plans, and executes design and layout for Internet sites and web pages, which often includes combining text with sounds, pictures, graphics, and video-clips.
• Produces and maintains websites that are user-friendly, effective, and appealing.
• Creates user interfaces, using front-end code to interface with back-end code.
• Makes recommendations on the use of new and emerging technologies or applications and the opportunities to integrate them into operations and activities.
• Web Designer works with Software Developers to apply style and user interface design to web applications.
• Performs work under minimal supervision.
• Handles complex issues and problems and refers only the most complex issues to higher-level staff.
• May act as lead.

Minimum Qualifications:

• Must be U.S. Citizen able to obtain and maintain a DoD Secret clearance (or higher).
• Bachelor’s degree in Computer Science or a related field.
• Minimum three (3) years of experience in web design and management.
• Demonstrated communication skills, both oral and written.
• Proficiency in HTML, CSS, JavaScript, HTML5, and HP5, including content migration.
• Proficiency in PHP for some legacy solutions.
• Maintain and develop websites and automate processes.
• Web standards and analytics.
• Search Engine Optimization.
• Troubleshooting and Analytical Abilities: Strong problem-solving skills are essential.
• React/reacts and Jango experience.
• Content Management Systems, for the purpose of maintaining and updating websites, including planning and supervision of technical evolution for these systems, integrating content into dynamic databases, as well as the design and development of site enhancements (e.g., single sign-on feature for internal and external use, role-based access, etc).
• Expertise in Figma.
• Strong technical knowledge, particularly in systems programming and server configuration.

Desired Qualifications:

• Ability to read technical and scientific documentation and make design recommendations based on its contents.
• Experience with military and DoD organizational structure
• Skill with aesthetic website layouts
• Experience with web graphic design, including creation of graphics, buttons and icons using Adobe Photoshop and Illustrator, and design of web pages for cross-browser and cross-platform compatibility.
• Experience with design, layout and production of accompanying marketing materials.
• Ability to convert complex papers and technical topics into web pages that can be understood by laymen.
