Project Overview:

This position will report to Bechtel Supplier Quality and Expediting (BSQE), a Center of Excellence within Bechtel Supply Chain, that is responsible for the training, qualification, deployment and management of experts in quality and schedule management of suppliers. BSQE has global reach, maintains organizational knowledge related to supplier performance, fabrication risks, and quality verification activities. BSQE participates in every phase of the projects, from proposal to close out to ensure supplier performance risk mitigation strategies are planned, staffed and executed in alignment with Bechtel Quality Absolutes.

Job Summary:

This position is for a Regional SQR AEX Supervisor Level - III - assigned to the Western United States. This person will supervise regionally deployed Area Supplier Quality and Expediting Representatives to facilitate risk management activities by engagement with suppliers and other groups as required.  Supervises the surveillance and expediting activities of assigned Area Supplier Quality and Expediting Representatives and administers applicable policies, procedures, and quality objectives within specified regional boundaries. Manage workload assignments among regional personnel. Monitors and evaluates the performance of regional personnel and Third Party Providers and makes recommendations for personnel actions. Interact with other Regional SQR AEX Supervisors to aid in supplying personnel support for both inside and outside of the immediate region of supervision. Anticipated travel for this position is a minimum of 50% and may include international travel. #LI-HB1

Major Responsibilities:

Provide supervision direction and technical support to Supplier Quality and Area Expediting Representatives in performance of quality surveillances, supplier evaluation, and supplier expediting activities
Establish workload distribution for Supplier Quality and Area Expediting Representatives 
Perform assessments of personnel within his/her assigned region based on in person visits and sample report viewing
Develop customized training programs for the personnel within the region to meet future customer needs
Provide feedback to personnel within the region 
Perform special tasks or assignments in a specialist capacity based on unique product expertise or knowledge of production processes. Such assignments involve unique project requirements, interfaces, and assumption of additional responsibility
As assigned, undertake the primary SQR and AEX role for major purchases to include functions that may normally be performed by both project and area personnel. Assignment may involve direct follow-up with sub-suppliers and authority to make appropriate sub- assignments, with direction of those concerned
Review assignments, travel expenses, workloads, itineraries, reports, and other data to assure adequate coverage, workload balance and economical expenditures of job-hours and travel funds
Promote interface between SQRs and AEXs and other disciplines, including Supply Chain, Engineering and Construction
Monitor, control, and evaluate the activities and performance of regional personal through direct observation at supplier facilities and review of reports and correspondence
Conduct facility surveys, including an evaluation through independent judgment of the adequacy and implementation of quality assurance programs and manufacturing capabilities and recommends acceptance or rejection of suppliers for incorporation into project bid lists
Participate in quality assurance audits and pre-award quality program evaluations to ensure consistency in the evaluation of specialized processes and compliance to federal regulations
Provide recommendations on how to handle poor or difficult suppliers
Monitor the effectiveness of SQR/AEX's performing their duties in accordance with Bechtel policies, procedures, work processes, quality surveillance plans and assignment instructions
Provide periodic reports to Management listing quality problems encountered, workloading, general trend of industry in the geographical area and any items of quality interest or information
Provide initial orientation and training for new personnel. Ensures continued training and coaching. Assists in the planning and conducting of training seminars
Assist in the recruitment of personnel and conduct interviews
Overview personnel performance and complete annual employee review. Conduct career discussions with SQR/AEX's and make recommendations for annual salary performance adjustments to Management
Administer department policies and procedures, interprets their meaning for assigned personnel and monitors their implementation to verify that policies and quality objectives are known, understood, and properly implemented
Administer and verify completion of required Bechtel policy ethics and safety training, certification examinations, eye examinations, SQR certification and recertifications
Participate or lead causal analysis of Supplier performance issue
Monitor nonconformance in the region and identify significant issues and contributes to supplier Advisors and Warnings

Education and Experience Requirements:
  • Must have experience in manufacturing methods and inspection/examination/testing techniques, review and implementation of technical documents, including codes and standards.
  • Minimum of BA in engineering, construction, or a related field of study and 8-10 years relevant industry experience or 12-14 years of relevant work experience.
  • Experience in inspection, testing and supplier performance monitoring activities. Holding current professional certifications issued by AWS, ASNT, AMPP are preferred.
  • Minimum of 8,000 hours of previous in-shop surveillance or related engineering or construction experience with equipment or materials common to the Bechtel marketplace is required.
Required Knowledge and Skills:
  • Must have excellent communication skills and must be able to adjust communication style for different audiences  
  • Must be able to demonstrate problem solving skills
  • Current Lead Auditor certification is preferred.
  • Have a broad experience with industry materials and equipment including substations, large rotating equipment, static equipment, piping and valves, controls and other industrial equipment
  • Have the technical knowledge of industry codes and standards pertaining to the materials and equipment and demonstrate the ability to navigate code requirements, interpret drawings, and contracting language.
  • Have the understanding of a wide array of different supplier quality assurance programs.
  • Have a thorough understanding of corrective and preventive action processes and tools to stimulate improvements.
  • Familiarity with fabrication processes is preferred.
