The auditor is responsible for performing a variety of audit work that requires the application of well-established auditing principles, theories, concepts, and practices. The auditor participates with other audit staff members in performing audits of GSA awarded contracts and evaluating GSA's regional or national operating programs, systems, work processes, acquisitions, internal controls, and financial or contract administration functions. Specific duties may include the following.
Performs oversight of audits conducted on GSA programs and operations, and/or contracts awarded by GSA in accordance with generally accepted government auditing standards (GAGAS). Prepares required contract documents to reflect a thorough understanding of the requirements are complete and are prepared in accordance with established agency formats and policy. Participates in contract negotiations as part of the technical team, ensuring high-quality, timely, and cost-effective results. Defines and tracks project metrics. Tracks and inspects contract deliverables/services to ensure timeliness and conformity with contract requirements. Evaluates contractor's performance in accordance with established agency format and procedures for submission via the Contractor Performance Assessment Reporting System. Participates with the audit team in meetings, briefings, and conferences with high-level management officials from the OIG, GSA, other federal agencies, and contractors regarding contract requirements, deliverables, and/or audit findings. Coordinates with security badges for contractor support personnel. Maintains accountability of security badges for contractor support personnel. Collects and returns security badges when no longer eligible for use or required.

If selected, you must meet the following conditions:
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Undergo and pass a background investigation (Tier 3 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Serve a one-year probationary period.
Conditions of Employment:
As a condition of employment, the incumbent is required to independently perform the duties of this position and must maintain Federal Acquisition Certification for Contractor Officer's Representative. Incumbent is required to obtain:
FAC-COR Level I and Level II certification must be acquired within 18 months. FAC-COR Level III must be completed within 24 months. Once Level III COR certification has been obtained, Level III certification must be maintained in accordance with all applicable recertification requirements.

The GS-11 salary range starts at $82,764 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
BASIC REQUIREMENTS FOR AUDITORS:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration. If your degree is in a related field such as business administration, finance, or public administration, then it must also include or be supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Additional Requirements for Qualification at the GS-11 level:
In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is work involving the identification and review of program data and comparing it to regulations, policy, procedures or other program criteria; and experience performing reviews in accordance with auditing standards.
OR
A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. To be creditable, such education must be in a course of study that directly reflects the job-related competencies necessary to perform the duties of this position.
OR
A combination of directly related graduate level education and appropriate specialized experience that together meet the qualification requirements of this position.
Additional information
This is NOT a remote position. Regularly scheduled telework is available; however, you must also report to the office location listed in the announcement at least three days per biweekly pay period.
