The City Performance Team:

Within the Controller’s Office, City Performance is made up of 38 individuals committed to public service. Our team members come from different professional backgrounds, bringing a variety of skill sets, policy area expertise, and interests to work collaboratively to improve local government.

City Performance’s goals are to:

  • Support City departments in making transparent, data-driven decisions.
  • Guide City departments in aligning programming with resources for greater efficiency and impact.
  • Provide City departments with the tools they need to innovate, test, and learn.

We work directly with City departments across a range of subject areas, including transportation, public health, human services, homelessness, capital planning, public safety and government operations.

Our work with City departments includes a mix of data analysis and visualization, facilitation and inter-departmental collaboration, project management, process improvement, performance measurement and management, and contracting.

The Ideal Candidate:

Role description

Under general supervision of a Project Manager, Senior Performance Analysts work with peers, junior analysts and departmental partners across our unit’s broad portfolio of analysis, implementation and performance management projects to improve public services in San Francisco.

Since analysts work on a variety of projects, every day is different. You'll balance three to four projects at a time that might all focus on a key issue area like transportation or homelessness, or you may work on a variety of the most pressing City issues. Your tasks will have a similar variety. You'll plan and assist in facilitating in-person and virtual meetings, spend time working independently on data analysis or writing, or collaborate with a team of analysts and managers on process mapping.

Analysis, Data Visualization, and Performance Reporting

  • Design data analysis plans, and gather, analyze and visualize data. Develop dashboards and presentations using spreadsheets and potentially other statistical and visualization programs (e.g., R, PowerBI, and/or ArcGIS).
  • Design, implement and analyze surveys; conduct benchmarking and best practice research.
  • Develop standards for measurement and analysis of key City services. Identify and track performance measures to drive departmental decision-making.

Technical Assistance and Policy Projects

  • Develop subject matter expertise in areas such as homelessness, public health, transportation, etc., through research, policy analysis, stakeholder engagement, and analytical projects.
  • Engage operational and management staff in service design, including using interviews and workshops to identify and design improvements to operational challenges.
  • Develop scopes of work for and monitor consultant contracts to support analysis and implementation of City services.
  • Analyze and improve City processes using continuous improvement methods, such as Lean Process Improvement.

Facilitation and Communication

  • Promote inter-departmental collaboration, coordinate Citywide working groups and facilitate City stakeholders to study, design and confirm agreement on initiatives, programs and policies.
  • Prepare and deliver reports, infographics, dashboards, and/or presentations to communicate project results to the public and City stakeholders.
  • Develop and deliver training material and coach departmental staff to build technical skills.

Project and Program Management

  • Help develop detailed project plans, including scope and objectives, timelines, and budgets.
  • Maintain communication with project managers and clients on project progress, identify issues and problem-solve through the life of the project.
  • Be a self-starter who can work independently on multiple projects within an evolving project landscape; serve as the project lead for work products.

Divisional Leadership

  • May supervise and coach junior staff on a project-by-project basis, including providing on-the-job training, and evaluating staff performance on projects.
  • Work collaboratively with all staff, encourage team members to challenge themselves and learn from each other, and actively contribute to team efforts.
  • Recommend operational changes for City Performance and the Controller’s Office and participate in organizational development initiatives, including annual work planning, strategic planning, staff committees, etc.

All positions are in the Controller's Office only.

City Performance has a hybrid/remote weekly schedule. Staff work 3 days per week in person at our offices in City Hall and may work 2 days per week remote.

How to qualify

Training: Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Experience: Two (2) years of experience performing complex policy analysis, project management, public administration, or consulting; functional understanding of local government operations.

Substitution: A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.
