With roots in the refurbishment and distribution of mobile devices, over the past decade HTH has grown into a full-service logistics and services organization operating out of a new, state-of-the-art 125,000-square-foot facility. HTHs service offerings include device refurbishing and repair, handset sales, 4PL and MVNE services. HTH customers and partners include nationwide carriers, regional operators, MVNOs, independent agents and equipment manufacturers. In addition, HTH also owns and operates FCC-licensed Eligible Telecommunication Carriers (ETCs) offering Lifeline, Affordable Connectivity Program (ACP) and Prepaid wireless services to consumers in all 50 states under consumer brands: AirVoice Wireless, Cintex Wireless, AirTalk Wireless.
HTH Communications is currently looking for a dynamic individual to fill the role of General Counselat our corporate headquarters located in Houston, Texas. A successful candidate will lead compliance tasks for the company and affiliates in regards to telecommunications, specifically, Lifeline and Affordable Connectivity Program (ACP) matters. This role is an integral part of HTHs operations and is charged with providing timely legal advice and assistance to senior management for relevant corporate functions, as HTH is rapidly expanding its Lifeline and ACP services throughout the country.
Essential responsibilities of this position include but are not limited to the following:
- Assist in the preparation of and provide overall legal and filing support for current and periodic FCC and state public utility commission filings;
- Prepare, review, and provide compliance and disclosure advice concerning FCC and state public utility reporting;
- Monitor and advise on current and new Lifeline and ACP law legislation, rulemaking, and related regulatory matters and developments;
- Maintain consistent corporate governance practices as applicable across the legal entity structure, including but not limited to maintenance of corporate records and compliance with guidelines of different regulatory agencies; and
- Retain and manage outside counsel as required to provide legal expertise and/or manage timely provisions of legal services.
Qualifications:
- JD from accredited U.S. law school and three years of legal experience in regulatory law and/or in-house counsel for a company subject to at least partial regulation by a governmental or quasi-governmental agency (required).
- FCC / other communications experience is a plus;
- Licensed to practice and in good standing with the Texas state bar (required);
- Experience writing diligence memorandums and explaining complex compliance issues in plain English;
- Demonstrated project management skills and both the maturity and capability to function at a high level in a fast-moving and dynamic corporate environment.
