Choose from hundreds of career possibilities - there's something for everyone Summary: This position is located in the Bureau of Overseas Buildings Operations, Construction, and Security Management Directorate, Office of Security Management, Security Operations Division, Physical Security Operations Branch (OBO/CSM/SM/SOD/PSO). Security Management manages, directs, and monitors adherence to security policies and standards. This is a Non-Status, Non-Permanent Position. You do not acquire a competitive or excepted service status from this position. Major Duties: The Personal Services Contractor (PSC) performs the following tasks and assignments that include, but are not limited to: As a Physical Security Specialist and Desk Officer assigned to the Physical Security Operations branch, the contractor will be responsible for providing physical security support and project management on physical security upgrade projects, forced entry and ballistic resistant (FE/BR) product repair and replacement projects, and vehicle barrier replacement projects at Department of State facilities worldwide. Manages and oversees the installation, repair and replacement of FE/BR special windows and doors that have been tested and certified for different levels of FE and BR protection. Assists posts in the procurement of replacement FE/BR glazing panels from approved vendors. Provides assistance to posts on post-managed and other physical security upgrade projects. Assists with development of scopes of work, project planning and funding, project progress reporting, and project closeout. Tracks assigned projects and provides accurate reporting to domestic and overseas stakeholders. Ensures that projects and project funding are efficiently executed and utilized. Provides technical project management and oversees the quality assurance inspections for installation and replacement of DS-certified hydraulic or electromechanical vehicle barriers, including bollards, drop-arms, and wedges. Serves as an emergency responder to preside over or participate in emergency repairs resulting from a natural disaster, demonstration/riot or terrorist event that damages the FE/BR doors and/or window in a DOS building or facility. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications: Applicants must have 1 year of Specialized Experience equivalent to the GS-12 level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying Specialized Experience must demonstrate the following: Experience in managing construction projects that include the design, specification, installation, and replacement of certified anti-ram vehicle barriers, associated passive anti-ram construction, and installation of technical security equipment. Experience in managing, specifying, and reviewing projects that include Department of State approved and certified forced entry and ballistic resistant doors, windows, and other products. Experience in understanding and interpreting design drawings and construction plans to ensure that recommended changes applicable to security can be incorporated into a project. Experience applying applicable standards to project development and execution, including developing and exploring innovation. Experience and comprehensive knowledge of security policies, procedures, and practices, particularly related to Department of State overseas diplomatic facilities.
