Summary: This PSC position is located in the Bureau of Overseas Buildings Operations; Construction, Facilities, and Security Management Directorate; Office of Construction Management; Construction Support Security Division; Controls Branch. Major Duties: OBO/CFSM/CM is responsible for formulating, implementing, and administering the policies and procedures which form the foundation for the Bureau’s worldwide overseas construction program. This includes full responsibility and authority for program-wide construction management, contract administration, project scheduling and oversight, claims management, development of internal policies/procedures/controls, safety management, building commissioning, and oversight of special projects. Major Duties: Uses automated tools and advanced data mining techniques to extract data from primary and secondary sources; remove corrupted data; fix coding errors and related problems; and develop and maintain databases and data systems. Performs complex analyses to assess the integrity, quality, and meaning of data; filters data by reviewing reports and performance indicators to identify and correct problems; and uses statistical tools to identify, analyze, and interpret patterns and trends in complex data sets to diagnose and predict construction project issues. Research industry best practices to identify new approaches/tools for analyzing data and program operations and incorporates them as appropriate. Ensures the effective delivery of multiple construction projects on time and within budget by resolving complex, interrelated issues and relationships among myriad construction projects. Leads/conducts studies which often lead to recommendations for the changes in projects and programs related to overseas construction projects, and/or substantial redirection of construction projects and/or programs or policy. Education: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Requirements: Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Qualifications: Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in advanced qualitative and quantitative methods for the assessment and improvement of operations in order to lead/conduct assessments of programmatic and construction management issues; track performance outcomes; analyze business requirements to streamline the collection, validation, and reporting of data; identify optimal solutions to complex risk and construction management issues; and provide advice, recommendations, and courses of action. Experience with the mission, functions, and objectives of the Division, Office, Bureau, and Department and their interrelationships with one another to coordinate work efforts; ensure that work is performed successfully, cost-effectively, and not duplicated; and assess the organizational and institutional environment in which decisions are made and implemented. Experience in analyzing problems, conceptualizing innovative solutions, and articulating problems and proposals, both orally and in writing, in a concise, accurate, and persuasive manner. Benefits:
