POSITION DUTIES & RESPONSIBILITIES:

  • Manage and guarantee weekly disbursement of statewide payroll, including garnishments, benefits and taxes to 500+ employees consistent with federal, state wage, hour laws and particularly union Collective Bargaining Agreements.
  • Ensure the processing of new hires, temporary workers, transfers, promotions and terminations is accurate and timely.
  • Supervise, develop and mentor payroll staff.
  • Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations.
  • Effectively collaborate and communicate with the Billing Department to ensure customer billings reflect the correct hours worked.
  • Create certified payroll reports for customers, as required.
  • Audit W-4s, payroll balance sheets, YTD earnings, etc.
  • Communicate actively with Operations, HR and Billing departments to review cross-departmental impacts and reconcile data sharing. In our business our workforce’s Payroll is our Cost of Services, so it garners a high degree of attention.
  • Partner with HR and benefits in aligning and implementing a more sophisticated payroll and benefits system and process.
  • Ensure systems are set up and updated to reflect our current employee base, including wages, benefits, sick and vacation time in line with contracts.
  • Prepare regular relevant management reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.)
  • Improve processes and make suggestions to improve collaboration and relevance of payroll information.
  • Assist payroll system integration with Business Intelligence and Accounting System.


REQUIRED SKILLS & ABILITIES:

  • Minimum 3 years of payroll experience at the Payroll Management level (Certified Payroll Professional certification highly desired).
  • Certified Payroll experience required.
  • Demonstrated knowledge of California and Federal Labor laws, pay practices and policies experience required.
  • Working compliance experience of payroll tax at the federal, state and local levels.
  • Strong payroll and time and attendance systems experience required.
  • Excellent communication and collaboration skills.
  • Strong work ethic and ability to be productive and successful in a fast-paced work environment. Can-do positive attitude Must be a team player.
  • Experience and knowledge of payroll audit and payroll accounting best practices and their application.
  • Process driven with the ability to build structure to a payroll department and continuously improve processes under dynamic business and operating environment.
  • Hands-On and Detail-Oriented.
  • Must be highly organized and self-motivated.
  • Ability to maintain a strict level of confidentiality.
  • Proficient at MS Office (especially Excel). Ability to analyze payroll and timekeeping data in Excel or an Enterprise Resource Planning system highly desired.
  • Prior system conversion experience, a plus.


PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
