Adult Services Division Director

The Adult Services Division (ASD) is one of five divisions that sits within the Department of Disabilities, Aging and Independent Living (DAIL) and the Director is responsible for managing six Medicaid waiver and non-waiver programs that make up Vermont's long-term care home and community-based service system as well as federal Older Americans Act Programs, collectively serving thousands of older Vermonters and Vermonters with disabilities.
The ASD Director manages the operations of the division which includes 4 units and a total of approximately 45 staff. Major job duties include:
- Managing the division budget and annual budget development,
- Legislative work, including bill analysis, reporting and testimony,
- Staff management, including communications, supporting training/professional development, overseeing personnel changes, etc.
- Interdepartmental and external provider relations and collaboration,
- Policy and program development, for example, oversight of program changes and improvements
- Oversight of ASD contracts and grants management and the ASD website
- Media relations, including developing press releases, responding to media requests
- Championing the mission of DAIL and the work of the division in public
The Director is part of the Department's management team and reports to the Deputy Commissioner. Telework is an option, with some in-person meetings required.

Duties are performed primarily in a standard office setting. Meetings with community organizations will require significant travel, for which private means of transportation must be available. Some pressure from deadlines may be anticipated. Some work outside of normal office hours may be required.
Minimum QualificationsBachelor's degree and four (4) years at a professional level in a human services program, including at least two (2) years dealing with services to the older adults or people with disabilities and experience with Medicaid programs.
Special RequirementsCandidates must pass any level of background investigation applicable to the position. AHS Policy 4.02, Hiring Standards, pursuant to 20 V.S.A. 2056c or other applicable statutory authority, requires criminal record checks for all AHS positions, including motor vehicle driving record checks and national record checks where appropriate.
