Job Summary

This position is located in the Department of Human Services (DHS), Economic Security Administration (ESA). The ESA is responsible for administering public assistance programs in the District of Columbia to include but not limited to Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Medical Assistance, Interim Disability (IDA), Burial Assistance, General Assistance for Children (GAC), Alliance, Child Care, etc.

Duties and Responsibilities

Responds to a wide variety of calls and inquiries from the general public pertaining to the availability of public assistance benefits, and eligibility of needy individuals in the District of Columbia. Obtains information from the caller through systematic questionnaire and records all data into a computerized work tracking system. Determines the immediate and long-term needs and concerns of customers. Ascertains whether the information supplied by the customer adequately satisfies the department's requirements, using a thorough practical knowledge of the policies and procedures of the income maintenance program operations. Provides technical assistance by assisting customers to take certain measures to help control or curtail existing problems until the situation can be referred to an appropriate staff member. Refers customers to other agencies within the District of Columbia when the situation does not involve public assistance programs.

Ensures day-to-day work is carried out when reviewing and maintaining reports impacting client eligibility in the case management system (Automated Client Eligibility Determination System). Explains and encourages the use of agency and community resources to customers as a means of dealing with an identified problem. Compiles statistical data for various reports. Produces complex charts, graphs, reports, manuals, correspondence, and statistical listing in final form. Assesses the customer's need for services due to both emergency and chronic situations and refers customers to other service areas as appropriate. When necessary, follows up on problem resolutions with case managers or others and returns calls to customers within a certain timeframe. Provides interpretations of applicable laws, regulations, and policies to customers regarding information that is covered by specific guidelines and established procedures. Explains current criteria for benefits or obligations that apply directly to the individual.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade in the normal line of progression. Examples of Specialized experience includes: group leaders in community or recreation /training programs; counselors in a youth program; youth instructors; and social services assistant/aids/professional.

The work environment includes an office setting and the work area is adequately lighted, heated, and ventilated.

District Pathways Program:  This position is part of the Pathways to Government Employment Partnership Program. District residents who received a high school diploma from a District of Columbia Public Schools high school or District of Columbia Public Charter School high school or received a GED or its equivalent from the District of Columbia will receive priority consideration for this entry-level position. Applicants must provide a high school transcript, GED certificate, high school diploma, or other applicable documentation along with verification of District residency before the District government may extend a final offer of employment.

Collective Bargaining Unit: This position is covered under a collective bargaining unit represented by AFSCME 2401 and you may be required to pay an agency service fee through direct payroll deduction.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

• Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.

• Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.

• Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.

• Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.

Position Designation:  This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
