Summary

The AAPCA Executive Director assumes a pivotal role in the dynamic management and supervision of AAPCA, steering the helm of AAPCA's member-driven initiatives and programming with adept leadership. Serving as the primary liaison between AAPCA and state and federal air quality regulatory agencies, as well as other key stakeholder groups, the Executive Director advances the mission of AAPCA through extensive outreach, educational endeavors, and the strategic development of programs and training initiatives. Collaborating closely with the AAPCA Board of Directors and in alignment with CSG policies, membership and executive management teams, the Executive Director ensures support for AAPCA's objectives.

Essential Duties and Responsibilities

Manages the day-to-day functions and deliverables of AAPCA, including budget, personnel, committees and program management at the direction of the Board of Directors. Serves as the principal promoter of AAPCA to external stakeholders, cultivating and maintaining positive relationships on behalf of AAPCA and its members. Develop and expand a knowledge base on air quality management issues, including legal, regulatory and policy issues at national, regional, state, and/or local levels. Crafts and implements educational policy programs and initiatives tailored for state leaders, emphasizing air quality policy. Translating intricate local, state and federal air quality regulations into actionable intelligence for AAPCA. Formulates and circulates various policy research outputs, including programming, comment memos, letters, and initiatives to bolster AAPCA's mission and engage its membership effectively. Oversee the staffing and coordination of AAPCA, ensuring seamless management of all committees, working groups, research endeavors, deliverables, meetings and programming activities. Effectively oversee AAPCA resources, including staff, volunteers, and budget allocations, to ensure the precise execution of established work plans and goals within agreed-upon timelines and budget constraints. Nurture relationships with local and state air agencies, as well as with officials and policymakers across all 50 states, the District of Columbia (D.C.) and the U.S. Territories, fostering robust engagement and collaboration. Deliver educational testimony to state legislatures, congressional bodies, and other relevant entities as directed by AAPCA's officers or membership, ensuring impactful representation of AAPCA's interests and objectives. Cultivate and manage relationships with non-governmental organizations, national associations, researchers and policy experts, forging productive partnerships and collaborative ventures to further AAPCA's goals. Support the development and implementation of unique public policy programming projects and deliverables aimed at educating and informing local, state, and federal officials about AAPCA's concerns and priorities. Provide AAPCA representation to various stakeholder and partner organizations, advisory councils and committees. This includes participating in conferences, forums, technical working groups, and other public speaking opportunities as requested. Maintain and represent AAPCA in productive relationships with key federal agencies, such as the EPA, Department of the Interior, Department of Energy, and the National Oceanic and Atmospheric Administration (NOAA), as well as with multi-jurisdictional organizations, national public interest groups, and other intergovernmental bodies. Under the direction of the AAPCA's Board of Directors, facilitate outreach and recruitment efforts to attract new state and local air agencies as members. Develop, conduct, and widely disseminate policy and educational deliverables tailored for federal and state policymakers, focusing on air pollution control within state and local programs. In consultation with AAPCA's Board of Directors and membership, develop and conduct technical exchange workshops, training courses, and other educational activities. Arrange for speakers, identify topics and prepare information for the educational workshops. Conduct in-depth research, review and evaluation of federal and state air quality laws, statutes and regulations, aligning them with AAPCA's concerns and priorities. Provide AAPCA members updates on legislation, regulations, budgets, and program guidance. Plan, develop, review and monitor work linked to air quality project management and training initiatives. Create and manage the dynamic content of the AAPCA's website, which includes updating event information, tracking state and federal legislative activities, developing regular policy and informational newsletters, maintaining an online resource library, and managing project information and databases. Conduct outreach to state officials and engage in identifying and supporting policymakers who are interested in the activities, events, deliverables, and programs offered by AAPCA. Facilitate the development and execution of work products from ad hoc work groups, consisting of member states and local agency staff. Initiate and develop resourcing strategies, management practice and thematic projects focused on air quality in AAPCA member states and local areas. Review federal EPA regulations and policies and coordinate AAPCA responses. Compose concept notes, position papers, and funding proposals to advance AAPCA's goals and support member initiatives. For specific projects and programs, ensure the timely submission of appropriate narrative, project, and quarterly reports to meet grant requirements. Coordinate requests for and application of support services from the CSG host organization to enhance AAPCA's projects, programming and goals. This includes accessing communications and marketing, information technology and website updates, and meeting planning and logistics, among others. Serve as the contractual officer and certified representative for all AAPCA contracts and grants. Participate in CSG's national, regional, and affiliate meetings and programs as necessary to further the mission of AAPCA. Prepare concise and accurate written responses to information requests. Supervise additional policy and administrative staff as necessary. Accomplish other duties as directed by the AAPCA President, Board of Directors, or membership. The position may require up to 20 percent travel.

Skills and Abilities

Knowledge of local, state and federal air quality programs, challenges and solutions, with a comprehensive understanding of state and federal legislative and policy development processes. Possess the skill and competence to effectively collaborate with a wide range of state officials, including high-level executives, legislative, and judicial officials. Ability to collaborate with leading experts in state and federal air quality fields, including researchers, policy specialists, program providers, and private sector representatives. Experienced at conducting research including internet research and personal interviews. Strong writing skills, encompassing policy description and analysis, as well as general compositions like correspondence, memos, and articles. Proficient in program design and proposal writing, including managing federal grants and related reporting requirements. Strong facilitation skills, adept at managing both small group interactions and inter- and intra-group dynamics. In-depth knowledge of state and federal government policy, with a specific focus on air quality. Demonstrated knowledge and understanding of personnel management, financial management and budgeting systems. Advanced ability and competence to work independently and manage multiple complex tasks and assignments simultaneously. Able to maintain confidentiality and manage politically sensitive assignments with discretion. Self-motivated and proactive, with the ability to see complex tasks through to completion. Ability to collaborate effectively with a variety of internal and external partners.

Education and Experience Requirements

Bachelor's degree in engineering, physical sciences, environmental sciences, biological sciences, business administration, political science, public policy, public administration, or a related field with specific experience in air quality is required. A law degree, a Master's or advanced degree in an environmental field is preferred. Five (5) years of relevant and progressive work experience in local, state, or federal government or with a public policy organization and/or membership association. Executive branch, policymaking and/or federal grants work a plus. Seven (7) or more years of work experience with environmental and energy issues preferred. Demonstrated experience and knowledge of state and federal general policy issues, with specific emphasis on local, state and federal air quality laws, statutes and regulations. Demonstrated experience and knowledge of personnel and budget management. Demonstrated experience in developing, implementing and managing externally supported policy projects and programming. Demonstrated experience as a grant writer with an emphasis on federal grant projects.
