**DHSES Program Administrator level requirements:
• DHSES Program Administrator Trainee 1 (equated to SG-13): A bachelor's or higher degree.
• DHSES Program Administrator Trainee 2 (equated to SG-14): A bachelor's degree and one year of professional experience.*
• DHSES Program Administrator 1, SG-18: A bachelor's degree and two years of professional experience.*

*Required professional experience must be in one or more of the following areas:
•Administration of federal, state or locally funded grant programs
•Preparing and processing applications for disaster mitigation/recovery projects
•Processing requests for grant project payments and performing financial reviews required for final payment
•Damage assessment and identification of appropriate assistance funding programs
•Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies

Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 13 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

Duties Description The incumbent will support the Disaster Recovery Programs Office Administrative Support Section. The duties include but are not limited to:

• Prepare and review various documents for signature by the Deputy Commissioner and Deputy Director for Disaster Recovery Programs such as contracts, financial documents, declarations, travel requests, and letters to Executive Chamber, FEMA, and other entities.

• Coordinate the signature of the Alternate Governors Authorized Representative and maintain records of all signed documents across all Recovery Programs.

• Review public requests for assistance; identify and refer individuals to appropriate resources and maintain records of requests and actions taken by DHSES.

• Analyze and manipulate data collected by the Recovery sections to prepare documents, spreadsheets, charts, and or PowerPoint presentations.

• Operate as the main point of contact for staff related to site needs and maintain all associated tracking.

• Deliver internal and external trainings and briefings and prepares and organizes printed materials to support recovery operations.

• Recovery Fleet coordination and monitoring - execute necessary actions.

• Collect, tabulate, and analyze data relating to Recovery Fleet.

• Deploy with the Deputy Commissioner for Recovery Programs as needed for trainings, during a disaster event, or to staff an open JFO.

• Assist with the logistical coordination during staff deployments.

• Seek appropriate resolution of issues.

• Complete special projects as assigned, usually with minimal turn- around time.

• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.

• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

• Supervise subordinate staff as required.

• Other related tasks as assigned.
