General Job Information

This position is located in Fiscal Services Division, Administrative Operations Administration, Department of Behavioral Health (DBH).

The Administrative Operations Administration is responsible for budget and financial management, grant management, claims and billing, information technology, facilities management, records management and general administrative support.

DUTIES AND RESPONSIBILITIES

The incumbent will serve as the lead in all areas of financial operations; assists with the annual agency budget cycle and ensures the assigned program areas adhere to the established financial controls, procedures, and policies to manage and minimize financial risks. Provides advanced administrative, financial, operational, analytical, contracts, and grants management support functions to manage resources at St. Elizabeth’s Hospital.

Ensures all grants management functions, including but not limited to, use of funds and sub-recipient award and monitoring follow pertinent policies and practices while meeting the specific provisions of the grant awards. Leads internal financial reviews of all sub-grantees and the monitoring of grants and program audits.

Performs cost reporting and data analysis including monitoring, reconciliation, and reporting for hospital funds (, local, grants, gift funds, capital projects, patient’s personal accounts, etc.) to meet reporting requirements and support management decisions.

Provides day-to-day financial management of the adopted budget for St. Elizabeth’s Hospital program areas.

Provides analysis and oversight of department programs, including management and administration of billing and claiming activities.

Works with the Office of Chief Financial Officer (OCFO) to prepare and submit annual Medicare and Medicaid cost reports.

Tour of Duty : 8:15A – 4:45P Monday – Friday

QUALIFCATIONS REQUIREMENT

This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled.

EDUCATION

Bachelor’s degree in accounting, Business Administration, Finance, or Public or Health Care Administration and directed related management and financial support experience in health care or public organization is preferred.

WORK EXPERIENCE

Comprehensive knowledge and skill in the District’s Financial System (DIFS) and procurement system (PASS).

WORK ENVIRONMENT

This work is usually performed in an office setting.

Position Designation: This position is deemed as “SECURITY Sensitive” pursuant to Section 410 of Chapter 4 of the Personnel Regulations, in addition to the general suitability screening individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

RESIDENCY PREFERENCE

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines to the preference points. If selected, the person shall be required to present proof of bona fide District resident and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
