Job Summary

Under the Director of Finance, Administration, and Information Technology, as well as the CITT Executive Director, the Grants and Contracts Specialist plays a crucial role in administering grants and contracts. This position ensures compliance with funding guidelines and promotes the efficient use of resources to support educational programs and initiatives.

Key Responsibilities

Grant and Contract Administration: Manage the financial aspects of grants and contracts. This involves ensuring compliance with funding guidelines, tracking expenses, and reporting financial status to relevant stakeholders. Budget Development and Monitoring: Assist in the development of budgets for grant proposals and contracts. Monitor expenditures throughout the project period, ensuring adherence to budgetary constraints and adjusting as necessary. Financial Reporting: Prepare financial reports for grantors, sponsors, and internal stakeholders. These reports may include budget-to-actual analyses, expenditure breakdowns, and forecasts. General Ledger Reconciliation: Responsible for reconciling and initiating corrective action relating to accounts including BTR and journals, preparing spreadsheets and analyzing financial data. Serve as backup to the Account Management Specialist. Training and Support: Provide training and guidance to project staff on financial policies, procedures, and best practices related to grants and contracts administration.

Knowledge Skills and Abilities

Knowledge of federal, state, and institutional regulations governing grants and contracts is essential. This includes understanding compliance requirements related to budgeting, expenditure tracking, reporting, and auditing. Proficiency in grant proposal writing and budget development is valuable. This skill enables the specialist to support project teams in preparing compelling proposals that align with funding priorities and adhere to budgetary guidelines. Strong analytical skills are necessary for interpreting financial data, identifying trends, and evaluating the financial performance of grants and contracts. The ability to solve complex problems related to grants and contracts administration is essential.

Problem-solving skills enable the specialist to address issues effectively and implement solutions to ensure smooth project management. Interpersonal skills are also valuable for building relationships and fostering collaboration within the organization. Strong time management and prioritization skills are necessary to ensure timely submission of grant proposals, accurate financial reporting, and compliance with funding requirements. Adaptability and flexibility are essential for responding to changes effectively, adjusting budgets, and accommodating evolving needs while maintaining compliance and financial integrity. Proficiency in using financial management software, databases, and spreadsheet applications is necessary for maintaining accurate records, generating reports, and analyzing financial data. Technical

Education and Experience

• Equivalent to a bachelor's degree in a related field (Accounting, Finance, Business Administration, etc.) and three years of related experience (grants and contracts administration, financial management, etc.) required. Up to five years of experience is preferred.

• Additional coursework or training in grants management, contract administration, or financial management preferred.

• Experience working in an educational institution, particularly within a continuing education unit or similar environment preferred.

• Demonstrated experience in budget development, financial reporting, and compliance with funding regulations preferred.

• Experience with grant and contract accounting software or enterprise resource planning (ERP) systems preferred.

• Strong understanding of grant and contract regulations, including those from federal agencies such as NIH, NSF, or DOE, as well as other funding sources preferred.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department’s fiscal resources.

Hiring Range: The hiring range for this position is $4,598 - $6,458 per month commensurate with candidate's education, experience, skills, and training.

CSU Classification Salary Range: The CSU Classification Salary Range for this position is $4,598 - $8,318 per month.
