Job Summary

Bellevue Utilities is responsible for providing high quality, essential drinking water, wastewater, storm and surface water services, and solid waste services for the City of Bellevue residents and customers. Bellevue Utilities is currently recruiting for a part-time (24-28 hours a week) Business Process Analyst in the Corporate Strategies Group (CSG). CSG provides consulting services to all divisions within the Bellevue Utilities department. The team focuses on (a) improving project outcomes by providing guidance on project management best practices and methodologies; (b) increasing operational efficiency by identifying and implementing or supporting process improvements; (c) supporting the successful adoption of change within the organization through effective change management strategies. Additionally, the team provides support for strategy development/implementation and business process/knowledge documentation. The objective of CSG is to find better ways for all Utilities employees to work. We do that by cultivating a culture of trust, collaboration, and communication; by empowering ALL employees to champion and make change; by building a culture of accountability with clear goals and measures of success; and by becoming recognized as an operational model of efficiency. 
 
This Business Process Analyst position requires that a successful candidate will have a strong background in one or more of the following areas: process improvement, change management, process mapping/documentation and/or project management.

Essential Duties and Responsibilities

Lead or participate in Process Improvement/Optimization project teams providing support by functioning as a project manager, facilitator, analyst, and/or change manager.Utilize process improvement methodologies (e.g. Lean, Six Sigma, etc.) to guide work.Map current business processes to provide a foundation for defining business activities. Use business process maps to develop procedures, models, and operational processes.Provide support to the Utilities Department by facilitating, defining, refining, and documenting future state business processes, generating requirements, and communicating changes. Assists with the implementation of change management strategies for the Utilities Department major initiatives. Assists in activities related to organization-wide initiatives to support Utilities Strategic Plan Objectives. Lead project meetings, develop agendas, and ensure outcomes meet all project goals and expectations.  Conduct best practices and benchmarking research, as needed. Create and present project updates and conclusions to various levels of leadership audiences. Develop and publish supporting documentation and training materials (as required) for all projects. Supervision Received and Exercised
Works under the supervision of the Corporate Strategies Group Manager with support from the CSG Sr. Business Process Analysts. No formal supervisory responsibilities but may lead or direct the work of project team members as appropriate.   Work Schedule
This position is Hybrid / Flex Schedule eligible with 60% of work hours required onsite.

Qualifications

Education and Experience Requirements

Graduation from an accredited four-year college or university with a degree in business, public administration, communications, or related field. Three or more years of progressively responsible related experience in process improvement/optimization, process mapping, change management, and/or program/project management. Experience in process improvement methodologies (e.g. Lean and/or Six Sigma). Process Improvement and/or Change Management certification. (preferred) Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Knowledge, Skills, and Abilities Requirements
Experience in analyzing and mapping business processes, identifying opportunities for optimization and translating ideas into business solutions/requirements (procedural or systemic) using process improvement methodologies. Demonstrates analytical and inductive thinking to devise new approaches to deal with highly complex, novel, or previously unsolved problems. Ability to organize and prioritize multiple tasks and meet deadlines. Ability to consult and mentor Utilities staff in the use of the department's continuous improvement and change management concepts.  Ability to communicate clearly and concisely, orally and in writing; ability to explain technology solutions in business terms; skilled in preparing reports and presentations. Ability to build relationships with diverse and sometimes opposing parties to develop bridges for understanding and collaboration. Partner with stakeholders to proactively identify and work to resolve potential challenges. Strong technical skills including proficiency using: Microsoft Office suite (Word, Excel, PowerPoint, Outlook). In addition, familiarity with SharePoint, Teams, Visio, and Project is desired.
