I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of Project Lead , hereafter referred to as Candidate(s), who meets the general qualifications of Project Lead , Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission .

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

This position performs IT Project Management duties in support of TIERS Data Center Services and Operations. This position reports to the Director of HHSC IT DCS&O TIERS Operation. Works under minimal supervision with considerable latitude for the use of independent judgment. Performs consultative work providing program guidance, status reporting, works with various level of management, understands IT procurement procedures, and budget forecast/analysis. Responsibilities include consultation with many aspects of the TIERS Infrastructure and Operations team. IT project management includes managing continual cost-benefit / savings analysis and operation action plans. Provides increased visibility into the allocation of TIERS DCS project, resources; funds, hardware, and software; Reviews critical operational initiatives and regulatory documents. Tracks budgets versus actuals. Prepares and track security exemption request. Prepares canned and ad hoc performance reports to TIERS DCS and HHSC management. Assist in developing agency computer operations and management information systems budgets. Works with TIERS Director on fiscal and budget management supporting Data Center Services infrastructure and operations.



II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:

Years Required/Preferred Experience Required Extensive experience performing all aspects of IT project management duties in large data center environments, ensuring they are completed on time and within budget. Required Experience reviewing critical operational initiatives and regulatory documents. Required Solid working knowledge of MS Office suite of applications including Project. Required Excellent written and verbal communication skills. Required Ability to facilitate effective communication between team members and stakeholders. Required Excellent at monitoring project deliverables and milestones to ensure they are met according to the project plan. Required Proficient generating project status reports for different management layers. Required Solid working with IT procurements, budget, forecasts and analysis for the different projects. Required Experience working closely with internal and external vendors and/or service providers to ensure our operations requirements are appropriately provisioned. Required Strong managing continual cost-benefit / savings analysis and operation action plans. Required Proficient at preparing canned and ad hoc system performance reports for management. Required Experience performing cost containment functions which includes analysis of the storage utilization and the backup and recovery data. Preferred Experience working on government fiscal and budget management supporting data centers. Preferred Experience using Remedy, ITSM, PPM, Archer, Jira and ServiceNow. Preferred Experience preparing and tracking security exemption requests.
III. TERMS OF SERVICE

Services are expected to start // and are expected to complete by // . Total estimated hours per Candidate shall not exceed hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from : AM to : PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at W. st Street, Austin, Texas . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission .
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE: Services are expected to start on or around March , and are expected to completed by August , . Total estimated hours per Candidate shall not exceed , hours for FY. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. WORK HOURS AND LOCATION:

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from : through : , excluding Texas state holidays when the agency is closed.

B) The primary work location will be W. st Street, Austin, Texas .

Position will be % remote. Program will only allow candidates who are LOCAL ONLY.

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( ) before a purchase order is issued.

Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.
