PRIMARY FUNCTION: This position is responsible for assisting the Board through audits and analyses that review and make recommendations for improvement in the effectiveness of 1) the district's internal and management controls; 2) the reliability of reported financial and management information; 3) the efficiency of operations; 4) the effectiveness of programs in accomplishing goals and objectives; and 5) the district's compliance with laws, regulations and program requirements. REPORTS TO: President of the Savannah-Chatham County Board of Public Education through the Board's Audit CommitteeSALARY SCHEDULE: A-3WORK DAYS: 250 REQUIREMENTS:Education Level: Bachelor's degree in business administration, accounting, finance, or other related field from an accredited college or universityPreferred: Master's degree or higher in a related field from an accredited College or University Experience, Skill, and Certification: Certified Public Accountant (CPA) or Certified Internal Auditor (CIA)At least eight years' experience in financial and systems audits and in operational reviewsExperience in performance auditingExperience in auditing governmental programs and operationsSignificant audit field experience at all levels of responsibilityDemonstrable strengths in written and oral communicationsAt least five years of experience in supervising professional staffKnowledge of the Professional Practices Framework and the Government Auditing StandardsEligible for Georgia Professional Standards Support Certificate Duties and Responsibilities: Manages the Internal Audit Department and staff. Ensures that appropriate staff development opportunities are provided.Conducts studies to determine the areas of operation subject to the greatest risks. Risks include financial risks and the risks associated with operational inefficiencies, non-compliance, and failure to accomplish goals and objectives.Develops an annual audit plan to identify audit priorities based on assessed risks and submits the plan to the Audit Committee for review and approval.Plans the work of the department to carry out the audit plan by scheduling audits and determining and arranging for the resources needed to complete the audits.Monitors, investigates, and responds to calls received by the district's Ethics Hotline in accordance with established procedures.Develops or revises policies and procedures as needed to guide the work of the department and to ensure it complies with the Professional Practices Framework and Government Auditing Standards.Plans individual audit assignments by establishing broad objectives and by ensuring that audit programs are developed to satisfy audit objectives while focusing on the areas of greatest risk.Supervises the audit work of assigned staff in accordance with professional audit standards.Performs audit work as appropriate to carry out the audit plan, including planning, fieldwork, report development and follow-up.Coordinates the meetings and agenda for the Board's Audit Committee.Works closely with independent auditors to coordinate internal and external audit work and ensure adequate audit coverage with minimum duplication of efforts.Ensures that the department maintains a program of quality assurance as described in the Government Auditing Standards.Conducts special projects and studies as requested by the Board or the Audit Committee, or when the Director of Internal Auditing determines they are needed.Performs other duties as necessary for the effectiveness of the organization. TERMS OF EMPLOYMENTIncumbents will be considered "at will." Appropriate pay will be determined based on Grade A-3 and allowable experience as determined by Human Resources. The work calendar will be 250 days. This position is Exempt and eligible for the Teachers Retirement System.
