Salary Range: $92, $138,534.00
This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant's salary history and qualifications in comparison to the market rate and requirements for the job.

Position Summary
This position provides direct supervision to the appraisers' job class; giving advice, training and leadership; interacting with and reporting empirical and personnel data to higher level managers. Assist with planning and projecting task assignments and completion. Regular interaction with external customers and helping to solve disputes related to assessment valuations.

Essential Functions
Determine workload and assign tasks accordingly.

Monitor individual production of property listings, splits and other labor intensive projects. Determine levels of production needed to complete projects on time and measure performance of appraisals.

Conducts performance reviews with staff. Mentor and train appraisal staff on elements of property appraisal.

Interacts and responds to external customers either directly, or assigns to staff when appropriate.

Act as liaison for the Real Estate Division at external functions for the benefit of the public. Make presentations regarding property assessment process and answers questions/concerns for the public.

Minimum Qualifications
Experience: Seven years' experience in mass appraisal including: performing cost analysis to develop base rates, depreciation schedules, and values for all property types including income-producing properties. In depth knowledge of all approaches to value including: cost, market, and income. Familiarity with GIS applications, ArcView and PC applications.

Education: Bachelor's degree in Real Estate or a related field.

Licenses and Certifications: Certification by the North Carolina Department of Revenue within one year. Background check with local law enforcement agency required. Requires a valid North Carolina or South Carolina Driver's License. Must obtain and maintain a valid Mecklenburg County Vehicle Operator's Permit.

Understanding and proper application of the Schedule of Values.

Statistical techniques and analyses, and forecasting tools for planning.

Personnel supervision strategies and practices, and disciplinary procedures.

Appraisal theories, principles, and approaches to value, and local market indicators.

Pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.

Skilled In
