Alternate Concepts, Inc. (ACI) is seeking applicants for a Human Resources Manager. ACI was founded in 1989 with their corporate office located in Boston, MA. ACI operates and/or maintains rail systems in Arizona, Connecticut, Maryland, New Jersey, and Puerto Rico. ACI provides FRA/FTA compliant transportation, equipment maintenance, dispatching, right-of-way maintenance, facility maintenance and dispatching services. ACI directly employs over 200 employees and through our joint ventures' employ an additional 500+ employees.
The pay range for this position is $100, ,000 annually.
The Human Resources Manager will partner with the office staff and the project staff at our operations in providing recruiting for positions, provide guidance related to company policies and guidelines, administer benefits, manage the Boston payrolls and support our operations with payroll related issues, assist with employee and labor relations, and address performance management matters. The Human Resources Manager will work in a team environment to provide assistance and guidance to all unionized and non-unionized employees regarding training and benefits.
Duties and Responsibilities:
- Controls and monitors the administration of all Human Resources Activities and policies.
- Administer the recruitment, sourcing and on boarding for approved positions.
- Manages compensations, benefits, staffing, affirmative action, employee relations and training development function.
- Oversees EEO and antidiscrimination policies and practices.
- Provide guidance and support to management team on collective bargaining work rules and benefits.
- Supervises human resources staff at project sites.
- Analyzes wage and salary reports and data to determine competitive compensation plan.
- Prepares personnel forecast to project employment needs.
- Writes directives advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits.
- Consults legal counsel to ensure that policies comply with federal and state law.
- Develops and maintains a human resources system that meets management information needs.
- Oversees the analysis, maintenance, and communication of records required by contract, law, local governing bodies, or other departments in the organization.
- Maintains a proficient knowledge of federal and state labor legislation, regulations and requirements; arbitration decisions; and collective bargaining contracts to assess industry trends.
- Work with managers and supervisors regarding performance management. Provide coaching and counseling guidance and support.
- Assists the management team in conducting timely investigations as required and develop final reports.
- Conduct/Facilitate training as needed to employees, supervisors and managers.
- Prepare employee separation notices and related documentation.
- Assist with the compliance of all personnel records as per state, federal and FTA requirements.
- Manage open enrollment for health benefits and administer benefits program.
- Administer payroll, employee related data, and related reports.
- Manage the 401k program including uploading weekly payroll contributions, supporting eligibility and enrollment, and distributing required notices.
- Administer COBRA benefits.
- Administer FMLA program.
- Assist on the management team in negotiating collective bargaining agreements, grievance proceedings and disciplinary hearings.
- Regular and consistent engagement, participation and promotion of ACI's culture and its essential behaviors are a requirement for this position.
- Regular and predictable attendance and punctuality are a requirement for this position.
- Travel to project sites as necessary.
- Other duties as assigned.
Qualifications:

- Must be able to pass a pre-employment Drug and Alcohol screening as well as a background check and motor vehicle report review.
Required Skills:
- Proficiency with Microsoft Office software (i.e. Word, Excel, PowerPoint, Outlook, etc.).
- Must have at least five years of experience in all areas of HR; recruitment, employee relations/investigations, compensation and classification, coaching and counseling, performance management, organizational development, and benefits.
- Experience with collective bargaining agreements preferred.
- Knowledge of all state and federal laws and regulations; EEOC, ADA, FMLA
- Knowledge of FTA, DOT regulations is preferred.
- Ability to maintain professional internal and external relationships and confidentiality of sensitive and confidential information.
- Must demonstrate sound judgment and the ability to manage time and workload effectively.
- Ability to work flexible hours including evenings and weekends as necessary.
- Excellent organizational skills with attention to detail and accuracy.
- Must be eligible to work in the U.S. and successfully pass a pre-employment background check.
Education and/or Experience:
- Bachelors' degree from an accredited university in human resources, education, organization development, instructional technology or related field; or a combination of work and education equivalent to four years of educational curriculum.
Language Skills:
- Ability to speak, read and write English in a work setting.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write regulatory and departmental reports and correspondence.
- Ability to speak effectively before groups of customers or employees of the organization.
- Ability to speak Spanish is a plus.
Mathematical Skills:
- Ability to work with mathematical concepts including but not limited to proficiency in adding, subtracting, multiplying and dividing all units of measure.
- Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
- Ability to compute ratio, rates, percentages and able to draw and interpret graphs and tabular data sets.
Reasoning Ability:
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Certificates, Licenses, Registrations:
- PHR, SPHR, SHRM-SCP or CP are a plus
