Who we are and what we do:

The Tennessee Department of Finance & Administration (F&A) acts as the chief corporate office of state government by providing sound stewardship of state assets through good business practices and great customer service. In the early 1970s by executive order, state computer functions were centralized into one division in the Department of Finance and Administration. Since then, Strategic Technology Solutions (formerly the Office for Information Resources), has served as the state's central information technology service bureau to state departments. Strategic Technology Solutions (STS) is a division within F&A. STS's clients primarily consist of State departments and commissions. STS provides planning, resources, execution and coordination in managing the information systems needs of the State of Tennessee. In addition to providing technical direction, services, and infrastructure to the State of Tennessee, STS also serves as staff to the Information Systems Council (ISC).

Job Overview:

The Enterprise Business Analyst (EBA) is a seasoned professional responsible for managing their own portfolio of projects. In this role, they will align business objectives with technology solutions to drive successful project outcomes, make suggestions to Agency Business Domain senior management on how to streamline business processes, and oversee the development of strong business requirements that may be used in competitive procurements for business solutions.

Key Responsibilities:

Business Analysis Methodologies:

  • Proficiency in Agile with the ability to work in, Agile, Agile Hybrid and Waterfall methodologies.

Requirements Gathering and Analysis:

  • Expertise in gathering, documenting, and analyzing business requirements, ensuring clarity, completeness, and consistency, and translating them into functional specifications for development teams.
  • Experience with Microsoft Azure DevOps or similar product used to manage requirements preferred.

Strategic Thinking:

  • Capacity to understand the overall strategy and align business analysis activities with agency and organizational goals.

Stakeholder Engagement:

  • Strong ability to communicate and collaborate with executives, sponsors, and cross-functional teams.

Process Improvement:

  • Ability to identify and recommend process improvements to help the business optimize business processes to enhance efficiency and effectiveness.
  • Communication & Influence: Effective written, verbal, and presentation skills to drive decision-making and stakeholder alignment.
  • Risk Management & Problem-Solving: Proactive in identifying and mitigating project risks while providing strategic guidance.

Testing:

  • Possesses advanced level understanding of software testing professional standards.
  • Collaborates with software developers and business solutions architects to ensure a shared understanding of the business model and the detailed functional and non-functional requirements.
  • Leads BA activities to ensure the traceability and optimum coverage of business requirements.
  • Maintains, tracks, and monitors the timeliness and accuracy of necessary escalations.
  • Works with technical leads and business end users to write, plan and execute testing activities.
  • Provides senior management and project management with regular updates on deliverable timeline and project status.
  • Establish and refine business analyst processes, templates and governance frameworks to drive efficiency.
  • Responds proactively to both business and project issues and escalates appropriately.
  • Understands business strategy and objectives by studying the business function, gathering information, and evaluating output requirements and formats.
  • Provides mentorship to other team members Performs other job-related duties as assigned.

Minimum Qualifications:

  • Bachelors degree in Business Administration, Information Technology, Computer Science, or a related field. Years of experience may be substituted for education. 4-6 years of experience as a Business Analyst or in a similar role.
  • Experience with business process modeling, requirements gathering, and documentation techniques.
  • Experience in Agile project management methodology. Experience working in the governmental sector (local, state, or federal)
  • Experience with requirements housing software, such as Azure Dev Ops (ADO)

Relevant certifications are a plus:

  • Agile Certified Practitioner (PMI-ACP) o Certification of Capability in Business Analysis (CCBA)
  • Certified Business Analyst Professional (CBAP) o Lean Six Sigma o PMI Professional in Business Analysis (PMI-PBA)
