Blue Rose Consulting Group, Inc. (Blue Rose) is seeking a Business Functional Lead to support program delivery and stakeholder coordination for a federal education client. This role bridges the gap between business users and technical teams, ensuring requirements are accurately captured, communicated, and implemented in alignment with client goals.

What You'll Do

As a Business Functional Lead, you will:

  • Serve as the primary liaison between business stakeholders and technical delivery teams.
  • Gather, document, and analyze business and functional requirements to guide project development.
  • Oversee project timelines, deliverables, and milestones to ensure quality outcomes.
  • Manage JIRA ticketing processes, backlog prioritization, and sprint coordination.
  • Facilitate client communications and status reporting across multiple workstreams.
  • Collaborate with developers and system owners to validate system functionality and user requirements.
  • Support implementation activities and post-deployment reviews.
  • Identify risks, propose mitigation strategies, and ensure issues are resolved promptly.

Schedule & Shift Details

Full-time (40 hours/week)

Hybrid in Washington, DC; support during East Coast business hours

Requirements

  • U.S. Citizenship required (Dual Citizens acceptable)
  • Public Trust clearance required or higher
  • Minimum of 3–5 years of experience in business analysis, functional management, or project coordination

  • Demonstrated experience with:

  • JIRA Ticketing – 3–5 years

  • Business Requirements Gathering – 3–5 years
  • Client Communication & Stakeholder Engagement – 3–5 years
  • PostgreSQL – 1–2 years
  • Amazon Web Services (AWS) – 1–2 years
