The Range Instructor-Lieutenant is responsible for administering, organizing and conducting tactical and firearms training and qualifications to all assigned Security Police Officers, ensuring compliance with all applicable Department of Energy (DOE) and company policies and procedures. Promotes safety and diversity in conducting all activities. Develops lesson plans and presents instruction on all required subjects. Serves as subject matter expert for assigned courses. Performs other duties as assigned.

Functional Responsibilities: Administers, organizes and conducts employee training programs to include but not limited to tactics, firearms, and other DOE directed training as defined in 10 CFR 1046/DOE Order 473.2A. Supports the development and delivery of training programs. Administers written and practical examinations. Participates in training needs analysis. Tests and evaluates new equipment. Serves as a safety officer as required. Must obtain and maintain all DOE and CTF certifications required for Firearms Instructors and Live Fire Shoot House Instructors and meet medical, physical fitness, and firearms standards contained in 10 CFR 1046 and meet the training requirements as defined in the DOE Order 473.2A.

Supervisory Responsibilities: Provide safety briefings to all assigned SPOs for all training conducted. Direct SPOs to safely clear out duty weapons and store duty ammunition prior to training. Issue SPOs all training weapons, magazines, ammunition, and equipment for the day. Direct SPOs in the performance of their semi-annual qualification requirements. Lead SPOs through refresher training and assign appropriate EMETL ratings based training performance. Spot check safety performance and rigorously enforce all safety standards. Search all assigned SPOs during ESS activities to ensure they are abiding by ESS safety requirements. Supervise all SPOs in weapons cleaning activities, ensuring duty weapons are cleaned, function checked, and ready to perform while on duty. Provide guidance and instruction to new hire SPOs during their first two months on site, showing them the ways of DOE as well as their respective site. Critique students at the end of every training day and provide that feedback accordingly. Counsel poor performing students and provide remedial training. Evaluates individual SPO training results and trainee progress. Maintains records of SPO training attendance and submits records for entry into the Central Training Facility (CTF) records database. Ensure proper uniform and equipment is worn by all assigned SPOs in compliance with the DOE Order 473.2A. Serve as a Tactical Controller during Force on

Force Exercises.

Security/Compliance: Ensures personnel training at CTF complies with the four (4) general firearms and specific range safety rules. Adheres to ammunition storage and accountability procedures. Protects the environment and complies with RCRA satellite area policies and procedures. Complies with the site security plan and reports any discrepancies immediately to management.

Interfaces/Relationships: Develops a coaching relationship with the SPOs that are training under their watch. Inform management of identified Enterprise Mission Essential Tasks that need to be trained. Participates as a subject matter expert in Job/Task Analysis preparation. Evaluates site training plans/drills. Serves as a role player/controller for limited scope performance test and force on force exercises.

• Bachelor's degree preferred or experience in a DOE, Police or Military related discipline.
• Must be able to obtain and maintain current certification as an Exercise Tactical Controller/Evaluator. Must maintain all DOE certifications required for Firearms Instructors

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
