Transportation Engineer I/II

Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Essential Duties:Transportation Engineer I- Assists in the development, preparation and letting of maintenance contracts for the district.
- Assists in utilization of available funds to improve and install traffic control devices.
- Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
- Assists project managers to establish realistic and achievable schedule baselines.
- Assists with design, computer operations and plan preparation.
- Assists with the development of design and project development reports, surveys and correspondence.
- Coordinates and monitors assigned projects/programs/plans.
- Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.
- Coordinates traffic engineering studies and traffic counts.
- Develops traffic engineering and traffic management system policies, procedures and standards.
- Develops work orders and other agreements with consulting engineers for building system projects studies and analysis.
- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
- Leads/Trains professional and administrative staff.
- Makes presentations and represents TxDOT.
- May serve as a lead worker and the related tasks.
- Monitors consultant design contracts.
- Oversees and monitors Community Traffic Safety Programs, activities involving preparation of the District Highway
- Safety Plan and the Traffic Safety Office.
- Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.
- Reviews traffic engineering studies, warranting of traffic signals and speed zones.
- Schedules, coordinates and prepares documents for public hearings.
- Writes/reviews proposals and estimates for letting.
- Performs other job responsibilities as assigned.
In addition to the duties listed above
- Assists in developing and monitoring budgets.
- Coordinates with Area Engineers and reviews area office contract submissions.
- Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.
- Trains engineering staff.
- Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.
- Coordinates with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed in the most efficient manner possible.
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience
Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience
(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- If performing underwater bridge inspections: Must have Open Water Diver certification.
- For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
- *Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
- Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations
- Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
- Government programs and operations affecting highway and transportation development

- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

- Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool
- Cost estimating and cost controls
- Budgeting methods and procedures
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Applying engineering principles, practices, and methods in job responsibilities
- Performing basic design and drafting
- Preparing technical/statistical reports
Developing and giving presentations
- Subject to environmental conditions; protection from weather but not temperature changes
- Subject to inside and outside environmental conditions
- Subject to extreme cold and heat; below 32 and above 100 degrees for more than one hour
- Subject to noise
- Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Kneeling-bending legs at knee to come to a rest on knee(s)
- Standing-prolonged periods of time
- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Talking-expressing or exchanging ideas by spoken words
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
