Position Summary:

The Data Governance and Compliance Manager will assist with developing and implementing a unified and sustainable data framework that enhances decision-making, operational efficiency, and public service delivery.

The Data Governance and Compliance Manager will deliver key outcomes including the development of a Data Governance Committee, an enterprise-wide data taxonomy, governance policies, and a strategic framework that aligns with performance goals. This will eliminate data silos, ensure ethical and efficient data use, and support predictive and real-time analytics, allowing departments to better serve residents and stakeholders through informed, transparent actions.

Deliverables will include the creation of a functional Data Governance Committee, a clearly defined data governance structure with RACI models, documented policies, and processes for responsive data collection and reporting. The Data Governance and Compliance Manager will also assist with implementing self-service dashboards and analytics tools, train staff to build internal capacity, and establish KPIs to measure impact and drive accountability.

Key Responsibilities within Scope:

  1. Develop and Operationalize a Data Governance Framework

  2. Define roles and responsibilities for data stewardship across departments.

  3. Establish data classification, access, and retention policies.
  4. Implement consistent standards for data collection, usage, and quality control.
  5. Conduct performance reviews, tracking progress against KPIs. Adjust governance
  6. strategies as needed.
  7. Develop and document a city-wide data taxonomy and governance framework.

  8. Establish data catalog and classification criteria.

  9. Ensure Compliance with Regulations

  10. Align practices with HIPAA, GDPR, CCPA, CJIS, and local data privacy laws.

  11. Lead audit preparation and manage documentation for compliance reviews.

  12. Mitigate risk through assessments and recommendations.

  13. Data Quality and Lifecycle Management

  14. Create data lineage and inventory across city systems.

  15. Establish procedures for data cleansing, validation, and reconciliation.

  16. Develop protocols for data archival and disposal.

  17. Training and Capacity Building

  18. Design and deliver training on data governance and compliance best practices.

  19. Raise awareness through workshops and internal communications.

  20. Cross-Departmental Collaboration and Policy Alignment

  21. Serve as a liaison between departments.

  22. Ensure policies are integrated into technology procurement and deployment.

Minimum Qualifications:

  • Bachelor's degree in Information Systems, Data Science, Public Administration, or a related field (Master's preferred). A combination of education and experience in lieu of a degree.

  • Minimum of 7 years' experience in data governance, compliance, information management, or a related area.

  • Strong knowledge of regulatory frameworks such as HIPAA, GDPR, CCPA, and public records laws.

  • Experience leading data management initiatives in government or large organizations.

  • Certifications such as CIPP, CIPM, or CDMP are preferred but not required.

Work Environment:

This position works full-time in a hybrid and collaborative office setting with other IT professionals.

The expectation is Monday thru Thursday, 8:30am to 5pm, and remote on Friday. This can change over time.
