INTRODUCTION AND POSITION OBJECTIVE

The IADC Operations Director is one of the principal advisors to IADC Director (2 Star US Flag Officer), Vice Director (International Flag Officer), Chief of Studies (International Flag Officer), and the Chief of Staff (US Colonel) on all matters of logistics, operations, building modernizations, the 15-year Master Plan, and Information Management in support of educational, advisory services and training programs provided for 34 nations serviced by the IADC charged with studying Inter-American defense and security. The incumbent supervises the Logistics, Transportation, Customer Service and Systems Administration Teams via subordinate leaders consisting of Field Grade Officers, U.S. civilians IT specialists, and Operations military NCOs, as well as contracted support. The incumbent is the organization's Director of Operations and supervises the IT Operations via the Chief Information Officer/IT (CIO/IT). The CIO/IT Director is responsible for the entire network and associated IT Services for IADC located on Ft McNair, and is responsible for assisting, as needed and available, the Inter-American Defense Board (IADB), currently in an off-site location in Washington D.C.

  • Supervises and oversees daily planning, scheduling, coordinating, and execution of college operations, logistics, transportation, facilities modernization and management, communications, information technology infrastructure, and services.
  • Directs the operations and logistics team in conjunction with the department deputy director and is responsible for the IADC's 21st Century campus modernization project and 15-year facilities master plan.
  • Coordinates and programs for the IT policy, IT architecture, and five-year technology plan for the College As the 21st Century Campus and IADC's Project Manager, in close coordination with the College Chief of Staff, to expand and execute the modernization of the campus.
  • Plans work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work. Assign work to subordinates based on priorities. Give advice, counsel or instruction to staff on both work and administrative matters. Decides on work problems presented by subordinate supervisors.
  • Establishes internal systems, programs, and controls as necessary to monitor task accomplishment in order to promote an efficient, effective, and progressive organization

MAJOR DUTIES AND RESPONSIBILITIES

  • Supervise the execution of media support to include audio/ video/ interpretation equipment for four large auditoriums and fourteen conference rooms/ multi-use spaces, and janitorial services for our facilities located in five different physical locations within Fort McNair, and Washington DC.
  • Responsible for management and coordination of facility usage by partners and external agencies. Coordinates and manages all Department of Public Works (DPW) service orders and work orders for electrical, mechanical, plumbing, and landscaping repairs.
  • Coordinates all logistical support (not related to Protocol) for Flag Level and Diplomatic visits and events with the Joint Base Myer-Henderson Hall (JBMHH), Department of Plans, Training, Mobilization, and Security (DPTMS), including access and security.
  • Represents the College Director and attends interagency coordination meetings with the Military District of Washington. Liaisons with senior staff of JBMHH on all tenant unit operations and in all planning working groups.
  • Directs and coordinates all administrative, logistical, and financial aspects of the 21st Century campus modernization project. Directs, coordinates, and oversees the work of supervisors, contractors, and interns daily and advises senior international officers on the 21st century campus project and continued College operations on the post and within the facilities. Makes decisions on work problems presented by subordinates and contractors and evaluates subordinate supervisors
  • Responsible for improving business practices and adjusting work priorities where necessary to meet organizational goals and objectives
  • Responsible for the IT 5-year plan, which includes but is not limited to end-user equipment, the enterprise information system, security, network architecture, and long-range budget. Works with commercial vendor CEOs, managers, and contractors to ensure goals are met
  • Supervises subject-matter experts responsible for administration of, and ensuring security, maintenance, and operations of VMWand ESXi HyperVisor, Network Attached Storage, Cisco Switch, IOS, WatchGuard Fireware OS, Ruckus Wireless ZoneDirector, Windows Server 2019 and Windows 11. Plan and adjust the end-user technology refresh programming. Expert knowledge and application of virtual programs such as Zoom, Livestream, Microsoft Teams, Classter, Cisco Webex, and Brahler Interpretation Systems is continually utilized
  • Interprets and implements local and higher echelon policies and regulations. Assigns responsibility for accomplishment of specific functions. Participates with other managers in setting organizational goals. Assures development and establishment of adequate internal control systems.
  • Manage all facets of Kennedy Hall operations including but not limited to; outside agency usage requests, scheduling regular cleaning, maintenance request, furniture movements, and personally attend 4 star or higher hosted events. Ensure that priority of the building goes to MDW first for all events followed by IADC events second, then all other customers on a first come first serve basis.
  • Participates in all general duties commensurate with office routine.
  • Performs other office related and miscellaneous duties as required.

FACTOR DESCRIPTIONS AND QUALIFICATION REQUIREMENTSWORKLOAD FLUCTUATIONS

  • The job is complex in that the incumbent requires active language skills for Spanish and English and a general knowledge of the various areas of work of the Organization. The work contributes to the effective conduct of the academic program, supports visiting ministerial level engagements, and maintains a superior meeting and reception space used routinely by United States secretaries of state and war, in addition to senior 4-star military commanders.
  • The incumbent is responsible for all aspects of facility operation, logistic support for local field studies, and all information technology systems in the five buildings of the campus.

GUIDANCE AND SUPERVISION RECEIVED

Supervises and oversees daily planning, scheduling, coordinating, and execution of college operations, logistics, transportation, facilities modernization and management, communications, information technology infrastructure, and services, as well as media support to include audio/ video/ interpretation equipment and janitorial services for our facilities located in five different physical locations within Fort McNair, and Washington DC to strengthen the International Democracy Institution of the Organization of American States (OAS) and Inter-American Defense Board (IADB) charged with educating senior officials of OAS member and observer nations. Incumbent is responsible for the planning, execution, and oversight of internal Facilities Management, Logistical, Information Technology, and Support Services functions so the College can conduct its chartered mission.

PROFESSIONAL DEVELOPMENT

The incumbent will establish and actively participate in a professional growth and development plan that will be reviewed and updated annually.

CONTACTS AND PURPOSE OF CONTACTS

  • Contacts are with U.S. and international political and diplomatic officials including ministerial, ambassadorial, and head of state-level visitors; U.S. and international generals and flag officers; U.S. and international political appointees; senior managers and subject matter experts in DoD organizations, non-governmental organizations, industry or academia from the U.S. and Western Hemisphere countries; students, faculty members, and employees within the College; and other government personnel. Is the College representative to the Military District of Washington Facilities work group.
  • The incumbent interfaces with these officials to provide recommendations, actions, influence and advice on the College, IT, and logistics operations. Incumbent deals by telephone and electronic mail, via formal or informal correspondence, and in-person with contacts and clients nationally and internationally. The incumbent is responsible for managing facility usage by partners and external agencies, coordinating and managing all Department of Public Works (DPW) service orders and work orders for electrical, mechanical, plumbing, and landscaping repairs. Incumbent coordinates all logistical support for Flag Level and Diplomatic visits and events with the JBMHH DPTMS, including access and security. The incumbent advocates for facility related funding and projects with Military District of Washington J/G4.

DECISIONS/RECOMMENDATIONS

  • Mastery of project management theories, principles, concepts, standards, and practices in the execution of historical building up-keep, facility management, logistics and supply processes and programs. Extensive technical knowledge supporting review of logistics and facility management projects. Project management essential for maintaining complex inter-agency and multi-year projects with minimal supervision.
  • Ability to plan and supervise enterprise information technology deployment and implementation with subject-matter experts. Develop resource guidance and advocacy within the organization and with the Combatant Command for information technology management.
  • Superior ability to lead and supervise works of others, including contractors, to provide reports on staff assignments, projects, and tasks; prepares performance plans and conducts performance appraisals.
  • Expert ability to communicate effectively, both orally and in writing, with professional, technical, senior management, and with the international community to manage, administer, and ensure security, maintenance, and operations.

QUALIFICATION REQUIREMENTS FOR RECRUITMENT

Education

  • A master's degree in a field related to logistics, operations, security, defense, or similar field is required.

Experience

  • Four years of experience supervising groups of 10 or greater. Second-level supervisory experience is also required.
  • Four years of experience working with or in international organizations or military organizations.

LANGUAGE SKILLS

  • Must have active Spanish and English listening and speaking. Must have excellent writing skills in English.

COMPETENCIES

  • Must have a thorough knowledge of all major duties and responsibilities. Initiative and resourcefulness required as well as capability to produce accurate and timely work under minimum supervision.
  • Proficiency in the use computer information systems to produce documents, including but not limited to Microsoft Word, Power Point, PDF.
  • Demonstrated adaptability to work in an international political, diplomatic, and military environment with senior officials from multiple countries under dynamic situations.
  • Ability to distinguish the different levels of language, sensitivity to language use, broad cultural background, and knowledge of editorial practices.
  • Ability to understand technical material of a medium level of difficulty.
  • Ability to work harmoniously as a member of a group and with individual colleagues.
  • Ability to work rapidly and accurately to meet deadlines.

TRAVELLING

  • Additional travel may be required based on the needs of the College.

WORK SCHEDULE

  • Availability during required hours to support outlined responsibilities.
  • Remote work may be authorized by the supervisor when appropriate.
  • Official holidays of the Board are non-working days.

COMPENSATION AND BENEFITS

  • This position qualifies for US tax reimbursement for US and permanent residents. The salary for US and permanent residents is $85,742 – $90,480 plus tax reimbursement, with a pensionable salary of $112,185 - $119,432
  • The IADB offers Health and Life Insurance, a pension plan, two weeks of paid vacation, and ten days of sick leave.
  • This is a full time position of 40 hours per week.
