Performance Audit Supervisor

General Description and Classification Standards:
This is a management position in the City Auditor's Office, which operates and reports independently of city management. Audit supervisor is a highly responsible position requiring skill in managing people and projects. The position needs to be able to manage multiple projects. Understand and apply professional auditing standards while maintaining an objective and unbiased mindset. In addition to modeling professional behavior and exercising sound judgement, hold their direct reports accountable for abiding by office rules. Interpersonal skills in coaching and developing staff, as well as interacting successfully with management staff subject to audit also are expected.
Supervision Received:
Audit supervisors work under the direction of the audit manager and should be comfortable planning and organizing work to handle multiple projects and meet deadlines.
Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
- Leads an audit team in conducting a wide variety of performance audits in city government, including programs, functions, activities, contracts, and capital projects.
- Assesses whether programs and processes are achieving intended results, being conducted efficiently, complying with laws and regulations and operating with appropriate controls.
- Handle projects that may be sensitive or controversial and often include complex data collection and statistical analysis.
- Leads audit teams in conducting planning research and interviews, developing audit objectives and scope of work, collecting and analyzing information, developing audit conclusions, message and recommendations, drafting reports, reviewing work for accuracy and quality assurance, and conducting follow-up to assess status of previous recommendations.
- Supervises, directs, and trains staff, handling employee concerns and problems, and conducting employee performance reviews.
- Prepares and reviews audit work products.
- Collaborates and engages with audit leadership to ensure the office operations and processes are efficient and effective, and that audit teams follow audit standards and meet office goals and expectations.
- Obtains annual continuing professional education credits to meet office standards.
- Meets with auditees during entrance and exit conferences.
- References draft reports for technical review and addresses related audit points.
- Finalizes audit reports and summarizes findings/recommendations for Council/Committee presentations.
- Presents completed audit reports to the City Council (team responsibility).
- Meets with audit leadership at least bi-weekly to provide project status updates.
- Meets with audit leadership to verify findings and related conclusions, as well as develop report outline.
- Attends leadership meetings.
May perform other duties as assigned.

- Knowledge of government and management processes.
- Strong writing, oral communication, and research skills.
- Skilled in the use of word processing and spreadsheet software, and familiarity with database software.
Ability to plan and organize work to handle multiple projects and meet deadlines.
Minimum Qualifications:
Education and Experience - Bachelor's degree from an accredited institution in business, public administration, accounting, statistics, information systems, social sciences, or a related field.
Three (3) years of responsible professional experience in auditing; program evaluation; or policy, operations or financial analysis. A master's degree can substitute for one (1) additional year of experience.
Experience should include at least one (1) year of supervision and project management. Applicants must possess working knowledge of professional auditing standards (GAO yellow book, IIA, red book, or comparable).
Licensures and Certifications:
All applicants hired must possess a valid state of Georgia ID and original Social Security Card. Employees in this position are encouraged to obtain Certified Internal Auditor or other relevant professional certification within 24 months of appointment.
Preferred Requirements:
Bachelor's degree from an accredited institution in business, public administration, accounting, statistics, information systems, social sciences, or a related field; and at least five (5) years of responsible professional experience in auditing; program evaluation; or policy, operations or financial analysis. A master's degree can substitute for one (1) additional year of experience. Experience should include at least two (2) years of supervision and project management. Applicants must possess working knowledge of professional auditing standards (GAO yellow book, IIA, red book, or comparable).
Work Schedule: This position follows the City's hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least three (3) days per week, with the option to work remotely two (2) days per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
Work Environment:
This position requires some in-person as well as remote work. Work is typically conducted in an office setting but may include site visits to operational locations.
