This position exists to support DCYF's Office of Grants and Contracts (OGC) efforts in continuous improvement and innovation. This position is a subject matter expert in project management, continuous improvement (CI), project leadership, data analysis, training, and various technologies and applies that expertise to lead improvement initiatives, mentor others, create and deliver dynamic training, and design and maintain technology leveraged by the office and division. This position solves the most complex problems and leads the most sensitive and challenging projects within the office.

This position will also lead statewide strategic planning and innovation initiatives that shape DCYF policy, operations, and long-term goals. Facilitates cross-agency collaboration to develop integrated planning frameworks, drive continuous improvement, and ensure alignment with legislative mandates and public priorities. Serves as a senior advisor to executive leadership on planning methodologies, risk mitigation, and systemic transformation

Responsibilities include:

  • Lead complex improvement and innovation projects across OGC
  • Develop and deliver CI training and mentorship to DCYF OGC staff
  • Serve as OGC data communication expert
  • Serve as OGC management liaison and representative of DCYF OGC

Minimum Qualifications

4 years of advanced experience in project management and coordinating the implementation of project objectives ensuring risk mitigation and systemic improvement. Experience must demonstrate:

  • Expertise in process improvement project planning, and connecting project objectives to organization goals, with a focus on driving systemic change and eliminating disparities to improve outcomes.
  • Experience leading cross-functional teams by fostering collaboration, using diplomatic skills to navigate diverse perspectives, and aligning stakeholders with organizational goals.
  • Strong interpersonal, facilitation, and communication skills; ability to communicate clearly and professionally both verbally and in writing; ability to respond openly to requests and concerns; experience translating technical information into plain language for a variety of audiences.
  • Proficiency in using data and metrics to drive decision-making, evaluate the effectiveness of internal systems, and implement improvements.
  • Evaluating, designing, and improving business processes and procedures.
  • Formal training or certification in project management and continuous improvement tools or methodologies.

Preferred Qualifications

  • Bachelor's degree in Public Administration, Business, Systems Development, Project Management, or related field
  • Extensive experience multiple cross-functional projects in a public-sector environment.
  • Certified in Project Management Professional (PMP)
  • Variety of experiences working effectively with others from different backgrounds and cultures.
