Job Summary
This position is in the District of Columbia Fire and Emergency Medical Services Department (FEMS), Services Bureau (Bureau). The mission of FEMS is to preserve life and promote health and safety through excellent pre-hospital treatment and transportation, fire prevention, fire suppression and rescue activities, and homeland security awareness. This position functions as a Resource Allocation Analyst responsible for all phases of project management with respect to complex service contracts and purchases, and for establishing fiscal property management program goals, policies, and objectives within FEMS.
Duties And Responsibilities
Advises the Assistant Chief of the Services Bureau on complex budget and financial issues, service contracts, and purchases, and assists in establishing fiscal property management program goals, policies, and objectives. Identifies funding priorities; prepares financial justification; develops project selection and evaluation criteria; and develops policy briefing materials for senior officials. Oversees areas of financial analysis and development of new and/or improved processes and procedures designed to improve FEMS program services operations. This includes evaluating policies and procedures for the purpose of improving the efficiency and effectiveness in the development, management, and implementation of agency programs and operations.
Supervises the grants management function for the department including oversight of grants preparation grants submission and reporting. Performs research, evaluation, analysis, and development of new and/or improved processes and procedures designed to improve the agency's administrative, managerial, and operational efficiency. The work, also, supports the implementation and operations of FEMS and small business health options program (SHOP) related functions. Serves as a recognized authority for resource allocation for FEMS to include leading the analysis, planning, and administration of large-scale contracted service projects for purchasing, maintaining and servicing supplies and equipment for FEMS. Provides expert counsel and guidance regarding allocation of resources to agency senior and executive management helping them plan ahead for short-term needs and long-term goals. Manages multiple priorities including financial, budget, and contract administration.
Qualifications And Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is performed in an office setting, meeting and conference room, and contractor work sites.

The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of the DC Personnel Regulations, Suitability. This position has been designated as a Security Sensitive position.
