This position is located in the Department of Health (DOH). This position is in the Environmental Health Administration (EHA), within the Office of Environmental Protection. The Program Manager leads initiatives that promote community well-being, ensure regulatory compliance, and drive sustainability efforts. In this role, you will oversee environmental health programs, manage cross-functional teams, and collaborate with stakeholders to implement policies and interventions that safeguard public health from environmental factors.
Major Duties and Responsibilities
Plans, organizes, and supervises the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program. Establishes and manages long- and short-term program goals; develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. Develops, implements, and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies; plans and writes grant applications and manages grant-funded projects. Receives and analyzes program reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.
Monitors the work of and coach subordinates to improve performance; evaluates and advises on organization, methods, and procedures. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs while continuing to address major program priorities. Directs the identification of service gaps, problems and deficiencies, and the development of new program and service strategies to improve, refine, or broaden program areas in response to the needs of the agency and the community. Develop plans and strategies to monitor and evaluate program efficiency and effectiveness based on established goals, outcomes, and benchmarks. Sets performance measures for program area. Analyzes program data and performance measures in relation to agency, local/state, and national objectives for the program area. Tracks industry trends, local and regional program area issues, and District policy to ensure integration of program initiatives. Serves as a liaison between the agency and/or division, community agencies, citizen groups, developers, property managers, committees and commissions, federal, state and local agencies, authorities, and task forces concerning agency program needs, new programs, policies, and procedures, and to facilitate progress on specific projects. Communicate with the public and the media on programmatic and community issues; develops marketing strategies to promote program services.
Qualifications and Education
Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (13) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
A bachelor's degree, and that included or was supplemented by at least 30 semester hours in a science or any combination of sciences directly related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical science) is highly preferred.
Strong background in Environmental Health, Program Management and Regulatory Compliance is strongly desired.

Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Duration of Appointment: MSS At-Will - This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.
Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
