Duty Location: Duty location is negotiable. The position requires approximately 20-25 weeks of official government travel per year. Additional technical support and/or administrative work will be required and may be performed via a remote-workplace arrangement.

General Duties and Responsibilities: As a Senior Information Protection Specialist, the selected candidate will provide subject matter expert support to the DOE's Office of Enterprise Assessments (EA). Primary responsibilities include supporting independent enforcement investigations and safeguards and security assessments at DOE facilities and laboratories nationwide. In this role, the selected candidate will support a Federal team leader in reviewing and analyzing the effectiveness of information protection programs. Well-qualified candidate(s) will possess the knowledge, skills, and abilities needed to perform the following functions:

· Demonstrate nationally recognized expertise in classified document protection and control processes, including control and accountability of Top Secret documents, control of Secret and Confidential documents and materials, and protection of controlled unclassified information; accountability systems; classified matter reproduction, shipping, and receiving; document marking, destruction, receipt, and transmittal; and interfaces with operational security (OPSEC), physical security, and protective force response functions.

· Conduct enforcement activities (e.g., investigations, fact-findings, regulatory program assistance reviews) into incidents of security concern (IOSCs) to include interviews, records reviews, and preparation of legally defensible reports and remediation plans.

· Review and analyze IOSC reports related to 10 CFR Part 824 or 10 CFR Part 1017 that are received via the DOE Safeguards and Security Information Management System (SSIMS) database.

· Support IOSC data analysis projects by researching and analyzing data, performing data extractions to identify issues and making recommendations for improvements.

· Identify and communicate IOSC data trends and significant factors.

· Familiarization with Technical Surveillance Countermeasures (TSCM) and TEMPEST operational activities.

· Ability to evaluate the applicability and implementation of DOE policy, information security plans and procedures, and multifaceted processes and strategies for protecting classified matter.

· Ability to evaluate complex technical issues in the context of DOE policy and determine the effectiveness of information security programs.

· Ability to evaluate risk and make decisions that produce high quality results by applying EA protocols, technical knowledge, and objective analysis.

· Ability to work at high professional standards either independently or as an integral team member to accomplish EA mission goals and expectations.

· Ability to communicate complex technical information in unbiased, plain English written form.

Requirements and Qualifications:

· Eligible candidate(s) must have at least 10 years of relevant commercial or government experience (15 or more years preferred), including at least five years of information protection experience, and at least five years of experience conducting assessments/audits.

· Eligible candidate(s) must possess at least a Bachelor's degree from an accredited university or college, in such fields as law enforcement, business administration, or security management.

· Eligible candidate(s) must be able to obtain derivative classifier certification within one year of recruitment.

· Eligible candidate(s) must possess exceptional written and oral communications skills. Relevant and applicable military/government/law enforcement experience and security industry professional certifications are other important characteristics desired of the ideal candidate.

· Eligible candidate(s) must possess an active Top Secret or Q security clearance and be eligible for access to sensitive compartmented and special access information.
