Key Responsibilities

  • Conduct desk review and benchmarking of at least three leading countries applying AI in development policy planning; assess feasibility for Mongolia.
  • Assess the relevance and feasibility of these practices for Mongolia, considering infrastructure, cost, and technical capacity.
  • Propose AI-based solutions for automating results framework and indicator generation in the pilot sectors of agriculture and energy.
  • Review and update existing system requirements developed under the SDGBE project and other planning/budgeting systems; identify gaps and opportunities for AI integration.
  • Engage with stakeholders (MED, MOF, MECC, MoE, MOFALI) to gather requirements, assess workflows, and perform needs assessments.
  • Pilot and evaluate the Redmine-based demo system; recommend enhancements for usability, business processes, and system architecture.
  • Draft and deliver a comprehensive System Design Document (SDD), including:
  • System Requirements Specification Document
  • System Security Requirements Document
  • Secure System Architecture & Design
  • Agile product roadmaps
  • Technology stack recommendations (open-source, cloud/on-prem, API integration)
  • Support MED's decision-making processes through simplified planning models and automation of results framework/indicator generation (aligned with NDC, NAP, LT-LEDS, biodiversity goals).
  • Ensure deliverables meet international best practices, align with Mongolia's national commitments, and are submitted on time (20 Nov 2025 and 15 Dec 2025 milestones).

Experience

  • Minimum 10 years of professional experience in the Information Technology sector.
  • Demonstrated experience providing technical expertise and consulting on information systems to public institutions.
  • At least two assignments of similar complexity and scope (analytical, systems thinking, business process design).
  • Experience with policy planning/budgeting/monitoring systems (e.g., FISCAL, PIMIS, Redmine, IRBM).
  • Experience developing System Requirements Specification (SRS), System Security Requirements, and System Design Documents (SDD).
  • Knowledge of sustainable infrastructure and AI applications in government policy planning.
  • Proven ability to conduct desk reviews, international benchmarking, and stakeholder needs assessments.
  • Strong skills in process optimization, architecture design, and agile product road mapping.
  • Advanced proficiency in English and Mongolian

Education

  • Postgraduate degree in Information Technology, Computer Science, Information Systems, Software/Technology Management, Business Administration, or related field.
  • International IT certifications (preferred).
