Job Summary
The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. This position is within the Department of Human Services (DHS), Economic Security Administration (ESA), Chief of Staff (COS) unit. The Economic Security Administration (ESA) is responsible for ensuring timely and accurate eligibility determinations for programs such as Medical Assistance, Temporary Assistance for Needy Families (TANF), Food Stamps (SNAP), and other Cash Assistance programs that aim to promote economic independence for families.

The Senior Policy and Program Advisor reports to the administrator and is delegated responsibility for conducting (social) research and analysis and developing proposed organizational and operational changes in coordination with agency stakeholders. The incumbent is also delegated broad latitude and authority in accomplishing the overall objectives and specified goals related to managerial oversight and the effective implementation of relevant laws, regulations, policies, and procedures.

Duties And Responsibilities
Works with the Administrator and the leadership team to craft a strategic plan for the Department; directs organizational and operational change initiatives to ensure effective implementation of agency policies and priorities; reviews the effectiveness of ongoing policies and programs; and recommends redirection, as needed, to assure attainment of goals and objectives. Represents the Administrator when requested in discussions with the Mayor's Office, DC Government agencies, City Council, federal agencies, executives of state and local governments and others who are interested in the policies and programs of DHS.

Provides policy guidance and support to the Administrator and other executive staff to ensure the successful implementation of key policies and priorities as established by the Mayor and DHS Director. Ensure the appropriate policies are in place, performance is optimized, efficiencies are gained and performance benchmarks are established and met. Participates in top-level discussions on policy and program developments. Monitoring policy development and implementation of programmatic activities. Ensures that decisions are effectively messaged and efforts throughout the Department are aligned accordingly. Drives agency preparedness to effectively respond to emerging regional and national social, political, economic and other environmental developments.

Qualifications And Education
Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is performed primarily in the office setting, travel to meetings with contractors, providers, grantees and customers in other settings may also be necessary.
