Overview:

To ensure successful delivery and execution of projects at Redstone Arsenal's site, TRC is seeking a dedicated On-Site Project Manager (PM). This role will support day-to-day project operations, enhance coordination with customer site staff, and ensure continuity, responsiveness, and safety during all phases of project activity.

Responsibilities:

In the role, the individual will be responsible for:

  • Project Execution Oversight

  • Serve as the day-to-day lead for all utility-side project execution activities.

  • Coordinate and manage engineering, procurement, construction, and commissioning tasks.
  • Track progress against milestones and deliverables identified in the UESC Implementation Plan.

  • Documentation and Compliance

  • Ensure all required federal documentation, safety protocols, and environmental compliance (e.g., NEPA, Section 106) are completed and submitted in accordance with agency timelines.

  • Maintain detailed records for auditability and reporting — including energy savings calculations, as-built drawings, and commissioning reports.

  • Site Coordination and Communication

  • Act as the main on-site point of contact for the federal agency's facility staff, contractors, and internal utility resources.

  • Facilitate regular coordination meetings (weekly or daily, depending on project phase) with the customer and subcontractors.
  • Provide real-time communication and updates to avoid delays and cost overruns.

  • Outage Planning and Utility Interface

  • Lead planned outage coordination, ensuring safety and minimal disruption to mission-critical operations.

  • Coordinate with utility operations to align internal and contractor schedules with system cutovers, interconnections, and metering.

  • Safety and Risk Management

  • Oversee field-level safety planning and implementation in coordination with utility and customer safety teams.

  • Conduct job hazard analyses (JHAs) and confirm all contractor personnel are compliant with safety training and site access requirements.

  • Measurement & Verification (M&V) and Commissioning Support

  • Ensure commissioning is performed according to the federal agency's requirements.

  • Provide support for the M&V Plan and ensure data collection protocols are followed to verify performance over time.

  • Change Management

  • Manage and document scope changes, change orders, or unforeseen conditions that arise during project execution.

  • Coordinate with the SPM and customer contracting officer to obtain approvals as needed.

Qualifications:

  • Bachelor's degree in Engineering, Environmental Science, Business, Public Policy, or related field (or equivalent experience).
  • Prefer experience in program or project management, ideally within energy efficiency, utilities, or sustainability sectors.
  • Strong knowledge of energy efficiency practices, building systems, and/or renewable energy technologies.
  • Proven ability to manage budgets, timelines, and reporting requirements for complex programs.
  • Experience leading cross-functional teams and coordinating with external stakeholders (e.g., utilities, regulators, contractors, community organizations).
  • Excellent written and verbal communication skills, including ability to present technical and programmatic information to diverse audiences.
  • Proficiency with Microsoft Office Suite and project management tools (e.g., MS Project, Smartsheet, or similar).
  • Strong analytical and problem-solving skills, with the ability to interpret data and use it to drive decisions.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
